Health Information Advisor


The purpose of the USAID/Cambodia’s new 5 year Health Information, Policy, and Advocacy (HIPA) project is to support the Ministry of Health (MoH) in strengthening the quality and relevance of data available for decision-making, and to support the Royal Government of Cambodia (RGC)’s Decentralization and Deconcentration (D & D) initiative.
The Health Information Advisor will focus on building national, regional and district level demand for and ability to use health data and information for evidence-based programming in collaboration with a wide-array of stakeholders. The Health Information Policy Advisor will be responsible for increasing the use of health information to develop policy and guide resource allocation, providing programmatic guidance, technical assistance to strengthen evaluation strategies, developing and reviewing monitoring reports and technical documents, and coordinating with other staff to plan and implement evaluation plans and strategies.
You will demonstrate:
  • Masters’ or above in Public Health, or a related social science (demography, statistics etc)
  • 5+ years’ of technical expertise in Monitoring and Evaluation and experience in use of data to influence
  • 3+ years’ experience in the area of health metrics/monitoring, preferably in in strengthening the capacities of host government counterparts to use health data
  • Knowledge of monitoring and evaluation methodology including frameworks, data collection, analysis, dissemination, and data use is required
  • Experience managing data, information, and evaluations on large scale health activities are required.
  • Strong computer and writing skills with proven ability to write reports for various audiences as well as ability to use Microsoft Word, Excel, SPSS, EPiinfo, STATA, EPIDATA, and Power Point;
  • Knowledge and experience  of data informed decision making and advocacy;
  • Fluency in written and spoken Khmer, as well as English.
