Program Overview
Pathfinder is seeking a Team Leader candidate to lead DFID’s Reducing Barriers and Increasing Utilization of Reproductive, Maternal and Neonatal Health Services in Ethiopia’s Programme. DFID wishes to engage a Technical Assistance Provider (TAS) to support the Ethiopian Federal Ministry of Health to manage the reproductive, maternal and neonatal health innovation fund (RIF). The RIF aims to increase the utilization of RMNH services, enhance accountability of service providers (civil society, regional development agencies) to the government and improve regional equity.
Position Purpose
The Team Leader provides strategic leadership and managerial oversight of the administrative, programmatic, technical, and operational aspects of the Project. S/he oversees the day-to-day work of the project and is responsible for the effective use and deployment of staff and financial resources to achieve project targets and ensure value for money. The Team Leader is accountable for all aspects of the Project’s effective management, including financial and budgetary oversight, timely implementation of activities, and stakeholder relationship management. The Team Leader is responsible for establishing a strong and collaborative partnership with the FMOH and RHBs and to ensure ongoing knowledge and skills transfer, specifically on grants management, from Pathfinder to these entities throughout the course of the project.
Key Responsibilities
• Cultivate and strengthen positive, productive relationships with the Government of Ethiopia, including the FMOH and the Health Sector Joint Core Coordination Committee (JCCC), ensuring that Pathfinder is consistently viewed as an effective implementing partner achieving project targets.
• Collaborate with the FMOH and RHBs for implementation.
• Lead capacity building of the FMOH.
• Provide strategic direction of all project activiities. Develop and update the project strategic plan, ensuring that programmatic directions are technically sound, evidence-based, and consistent with DFID priorities.
• Ensure that project performance objectives and mandates are implemented in a timely fashion and meet the highest quality standards.
• Employ management procedures to ensure resources are in place, adhered to, and in compliance with donor rules and regulations. In collaboration with Human Resources department, select, hire, and supervise staff; assign roles and responsibilities, manage performance.
• Liaise with a separately-contracted M&E provider to support robust monitoring of RIF results.
• Provide leadership and direction to Monitoring and Evaluation strategies, frameworks, plans and indicators to capture project performance and results. Lead a periodic implementation review process to monitor progress and to identify specific actions that may be needed to achieve expected results.
• Oversee budget pipeline development and monitoring and conduct monthly reviews to ensure accountability of all project activities as well as the accurate and timely reporting of finance deliverables.
• In collaboration with project staff, establish and maintain the ongoing administrative and financial operations, ensuring compliance with FMOH’s policy and DFID contract provisions.
• Partner successfully with Pathfinder’s Program Director and Headquarters financial, technical, and operations officers by providing accurate and timely reporting and updates on the project progress.
• Responsible for making sure that the project progresses according to contract, completing all survey work and acting as a liaison with the representative to the donor in regards to matters of operation and must be aware of all contractual obligations and make sure that they are met on each project.
Basic Requirements
• Master’s degree in Public Health, social sciences, international development or related field.
• Minimum of 10 years of progressively responsible experience designing, implementing, managing, monitoring, and evaluating large scale health service delivery and/or health systems strengthening projects in a developing country, preferably Ethiopia.
• Background in health systems strengthening at both the national and community level.
• Technical expertise in RH and MNH, including services and interventions to reduce barriers to services.
• Broad understanding of comprehensive health, population, and nutrition context in Ethiopia and familiarity with government structures in Ethiopia.
• Experience managing DFID-funded health programming.
• Familiarity with community-based approaches for service delivery and experience working with partners and stakeholders at all levels (from national to community).
• Demonstrated experience successfully fulfilling performance objectives, including the timely implementation and reporting of donor-funded program activities.
• Proven ability to create and maintain effective working relations with senior-level personnel in international organizations, NGO partners, and host country governments.
• Direct senior staff supervision experience required, including proven ability to manage, motivate, and mentor staff at all levels and create a positive team environment.
• Experience working with complex programs involving short deadlines, multiple tasks, in coordination with multiple partners, to achieve expected results.
• Strong presentation skills including the ability to present to DFID and other key stakeholders.
• Excellent diplomatic, interpersonal, negotiation and communication skills.
• Strong decision-making and problem-solving skills.
• Fluency in spoken and written English required.
• Strong computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint and Outlook.
• Ability and willingness to travel In-county as well as to the US Headquarters.
• Familiarity with the political, social, economic and cultural context of working in Ethiopia.
Preferred Qualifications
 Comprehensive knowledge of the health context and structural issues in Ethiopia including socioeconomic, institutional and policy issues that are related to essential services in population, health, and nutrition.
 Working experience in Ethiopia.
Please Note: This is a 40 month’s (6 month inception followed by 3 years of implementation ending in December 2016 with extension options up to 24 months) position contingent upon project award and funding.
