Estimating Engineer
Position Summary
To plan, manage and deliver and undertake the LNG Centre of Excellence (CoE) Estimating workload and resources. Develop best practice and provide cost estimating capability, with a specific focus on LNG liquefaction and gasification. The position supports all of BG’s LNG projects in the compilation of estimates and cost benchmarks for all Project Funnel Stages and is to develop strategic understanding of all aspects of LNG costs. This is to include development of historical cost analysis, benchmarking and an understanding of the contracting and vendor market that supply LNG projects. As part of the role, the estimator will develop specific systems and advise other project team estimators.
Key Accountabilities
Oversight and development of the CoE Estimating Capability.
Develop systems and processes for establishing best practice in LNG liquefaction and gasification cost estimating.
Ensure production of quality capex and opex estimates including application of appropriate norms, allowances, unit rates etc. for both onshore and offshore projects (FLNG etc.). Deliver these in accordance with the approved estimating processes and systems meeting the agreed required by dates.
Produce basis of estimate and basis of construction documents to support estimates.
Manage changes to estimates to enable clear communication of the reason for movements.
Ensure integration and coordination of estimates with project schedules to enable Earned Value Analysis (EVA) at an appropriate level.
Participate directly or through team members, in projects at all stages of the Project Funnel.
Contribute to the BG Advance and LNG CoE central knowledge base by developing LNG cost and quantification benchmarks, along with a thorough understanding of LNG project cost drivers and Lessons Learned. Embody this understanding in the development of best practice estimating guidelines and procedures.
Ensure the capture of project close-out information and share with BG Advance to enable recycling of data to improve estimating and schedule preparation data resources.
Ensure all relevant project team members are fully aware of their roles and deliverables with respect to the estimating processes.
Provide oversight and direction to the Contractor and project estimators.
Participate in the contractor estimate review process ensuring sufficient challenge and rigour.
Participate and contribute to improving the estimating function, plus ensure integrity of data being processed.
Manage personal workload and delivery milestones in accordance with business priorities.
Provide early estimates in support of change control and activity prioritisation processes.
Identify appropriate discipline resource mix and activity allowance uplifts dependant on the estimate maturity.
Ensure compliance with the BG Way including but not limited to compliance with BG’s WBS and CBS.
Evaluate alternative estimating systems & working practices with Contractor organisations.
Support systems benchmarking throughout BG and assist the implementation of best practices.
Demonstrate visible leadership and commitment to excellent HSSE performance.
Support and coordinate the activities of third party estimating analysis.
Participate in cost and schedule quantitative risk analyses, using probabilistic techniques and use this to support the estimation and management of contingencies.
Coordinate the estimating and schedule input to economic models.
Contribute to peer assists, peer reviews and functional reviews.
Maintain communication with LNG CoE estimating stakeholders.

Experience Needed:
Technical professional with experience in the oil and gas or petro-chemical industry, but with a considerable knowledge of LNG liquefaction and gasification cost estimating.
Evidence of having performed well in a similar role.
Knowledge of all phases of major oil and gas projects e.g.: Feasibility, FEED, Engineering Procurement and Construction (EPC), Commissioning, Start-up etc, and experience of project stage gate and sanction process.
General knowledge of major oil and gas technologies and processes, including offshore, subsea and onshore.
Hands-on experience and competent to become the expert user of proprietary estimating tools including Que$tor, K-Base/ACCE and similar.
Experience of working on projects with joint venture partners.
Good knowledge of procurement options and contracting strategy.
Experience of both brown field and green field developments.
Good understanding of management of change.
Educated to first degree level or equivalent in a relevant subject.
Chartered member of a relevant discipline preferred.
Excellent communication skills, both written and oral, with the ability to challenge others in a constructive manner and negotiate with internal peers and partner representatives to influence plans.
Good team player with a pro-active and flexible attitude, and able to work in a multi-cultural environment.
