International Independant Operator - Process Safety Engineer

Our Client - Is a major international independent operator in Malaysia.  Currently they are looking to identify a Process Safety Engineer to join their team.
Job Description -
  • Lead the coordination and implementation activities for Process Safety Management within existing framework of operations
  • Develop / coordinate development of manuals, procedures, and standards to ensure that facilities and operational processes incorporate element of process safety.
  • Participate in process hazard analysis activities such as HAZOP, HAZID etc.
  • Maintain and keep the hazard/risk register for each facility up to date.
  • Review and provide feedback during management of change (MOC) reviews.
  • Coordinate pre-start up safety reviews and other reviews, such as HSE case, risk assessments, hazards/risk register, emergency response procedures, performance trends etc.
  • Monitor and review process and operational status monitoring to ensure requirements are met and handovers are completed.
  • Identify, monitor and review the operational interfaces of our operations with other third parties to ensure these interfaces are assessed and appropriately managed.
  • Ensure emergency response plans are documented, accessible and clearly communicated.
  • Review the arrangements in place for the inspection and maintenance of plant and equipment to ensure it meets the requirement defined in MOSCL policies, manuals, procedures, and standards.
  • Ensure that safety critical equipment and devices have been identified and appropriately managed to ensure functionality by means of testing, inspection and maintenance.
  • Schedule and facilitate PSM verification audits and reviews, both internal and external.
  • Follow up of corrective and preventive actions to ensure effective closure, timely update and reporting.
  • Develop / review operational procedures covering all aspects of HSE and process safety including emergency preparedness and response.
  • Follow-up to ensure implementation and compliance.
  • Review and advice operations on procedures and practices to assure that worksite operations comply with Corporate Murphy HSSE policies and regulatory requirements.
  • Liase with operational personnel on reporting, investigation and follow-up of process safety related incidents to ensure up to date information is obtained, root cause(s) are identified.
  • Liase with operational HSE personnel for implementation of HSE Management System, HSSE Plan, specific HSSE programs and initiatives.
  • Liaise with Company and Contractor personnel to ensure alignment on HSSE matters, effective use of best practices and consistency in approach to HSSE.
  • Prepare periodic reports and presentation on all aspects of HSE performance for management information, decision-making and reporting as required by various stakeholders.
  • Reports prepared are not limited to weekly and monthly reports.
  • Plan (including preparation of scope of work and work order request) and coordinate resources required for implementation of HSE programs, initiatives and plans to minimize safety and health risk to personnel and prevent environmental pollution.
  • Assist in development of HSE competency modules and assessment of HSE competencies.
  • Conduct HSE training as required.
  • Prepare HSE related tender plans, conduct bid evaluations and prepare technical evaluation reports for other associated services.
  • Administer and monitor ACV for HSE contracts including verification of Purchase Requisition, where applicable.
  • Monitor HSE specific expenditures against approved budget and report as required.
  • Coordination, allocation and preparation of annual HSSE budgets by gathering input from various HSSE disciplines and operational HSSE personnel.
  • Monitoring and review of the annual HSSE Plan.
  • Assumes other responsibilities as assigned.

Candidate Requirements -
  • Basic degree in Engineering or Science discipline
  • Relevant certification in HSE will be advantageous
  • Minimum 3 - 10 years experience in oil & gas industry.
  • Strong computer literacy.
  • Strong organization skills.
  • Valid BOSET / HUET training.
  • Effective verbal and written communication skills
  • Fluent in English both written and spoken.
  • Strong working knowledge of API standards, internationally recognized HSE standards,
  • Have thorough understanding of process safety management requirements in OSHA.
  • Familiarity with Malaysian Acts and Regulations.
