The Republic of South Sudan recently became the world's newest nation. Due to decades of conflict and mass displacement of communities during the war, access to basic services is severely limited and the country has some of the lowest rankings in human development indicators. War Child Holland has been working in South Sudan since 2006. The programme purpose is to ensure that children, youth, communities and government are able to promote awareness on child rights, protect children from abuse, exploitation and all forms of violation of their rights. The programme achieves this by ensuring a protective environment for children and promoting access to good quality basic education in the Central and Eastern Equatoria States. War Child Holland in South Sudan has its country office in the capital Juba and field offices in Yei and Torit.
The main and overall role of the Program Development Advisor: Child Protection and Participation (PDA-CPP) is to advise on child protection content development and the quality of child protection programming within WCH South Sudan. Additionally, this role will be required to support and advise on Psychosocial Support programming. The PDA-CPP reports to the Programme Development Manager (PDM) and is part of the Programme Development Unit (PDU). The role requires extensive travelling, at least 50% travel to the WCH work areas.
The challenge
The role of the PDA-CPP is to ensure effective design and implementation of quality child protection programming through technical advice and support to the Country Director (CD), Program Development Manager, Field Location Managers (FLMs) and Program Officers (POs). Furthermore the PDA-CPP supports the mainstreaming of child participation and child rights programming throughout the organisation and build the capacity of WCH staff and partners to be able to deliver quality child protection and child rights based projects. The PDA-CPP participates as an active member of the Program Development Unit to ensure appropriate content and high quality of WCH programmes. This includes involvement in formulating & translating WCH policies & standards into implementation strategies, safeguarding the quality of the programmes and giving meaning to the WCH principles and values. The PDA-CPP represents WCH in his/her expertise related meetings and coordination platforms and liaises with professional counterparts of (inter)national organisations and government ministries.
Profile
  • A relevant BSc and Masters in social work, development, psychology, child protection or other relevant field. Or extensive relevant work experience in lieu of graduate degree;
  • Minimum three-years' experience of supporting child protection programming within an (I)NGO in the field. Preferably in a post conflict setting;
  • Extensive experience working with children and young people;
  • Proven technical expertise and up to date with best practices and global developments in the field of child protection, child rights and child participation;
  • Experience supporting the mainstreaming of child / beneficiary participation within an organization;
  • Proven advisory and coaching skills;
  • Experience of training and capacity building of junior and senior staff and partner organisations;
  • Proven experience in development of tools and methodologies to support child protection programming;
  • Experience of networking with professional counterparts including governmental counterparts;
  • Specific technical knowledge in community based child protection programming, case management and programming for vulnerable groups;
  • Knowledge of qualitative and quantitative M&E tools related to child protection, child rights and participation;
  • Affinity with WCH principles;
  • Effective written and oral communication skills;
  • Strong analytical and problem solving skills;
  • Diplomacy and negotiation skills;
  • Social and communication skills for coaching and advising;
  • Proactive, creative, able to think of innovative or alternative solutions;
  • Stress resilient - able to cope with deadlines and multi-task;
  • Able to work as part of a team;
  • Well-organised and flexible with the ability to work independently and take on additional responsibilities when required;
  • Knowledgeable of South Sudan context and culture.

Contract: 1 year

South Sudan is a non-family position; the expatriate is not allowed to bring a partner and/or children to South Sudan.
