Introduction:
Over the last years, a series of migration crises, triggered both by conflicts and natural disasters (e.g. Libya, Syria and Thailand), have highlighted that migrants who are caught up in countries experiencing crises can present specific vulnerability profiles and assistance needs. Building on the advocacy efforts of IOM and Peter Sutherland, Special Representative of the Secretary-General on Migration and Development (SRSG), on the occasion of the 2013 UN High-level Dialogue (HLD), the governments of the United States and the Philippines announced their intention to co-lead an initiative “to improve the ability of States and other relevant stakeholders to prepare for, respond to, alleviate suffering of, and protect the dignity and rights of migrants caught in countries in situations of acute crisis”. The two Governments were joined by Australia, Ethiopia, Costa Rica, Bangladesh, the European Commission, as well as IOM, United Nations High Commissioner for Refugees (UNHCR), and the Institute for the Study of International Migration in the establishment of a working group on the topic.
Substantive activities under the initiative will include support to the stakeholder consultations through a secretariat and the implementation of a pilot capacity-building programme to strengthen institutional mechanisms to reduce the vulnerability of migrants in crisis situations and to improve responses to their specific needs. In particular, the capacity building programme looks at strengthening the capacities of institutions and individuals in countries of origin and of destination. The underlying objective is to tackle the main factors of vulnerability for migrants in countries affected by conflict and natural disasters by:
- Enabling consular services of countries of origin to assist their own nationals caught in crises while abroad through improved emergency service delivery.
- Making emergency management institutions of countries of destination more aware of the presence and of the specific needs of foreign nationals in crisis situations, and more able to assist and protect them.
Context:
Under the direct supervision of the Director of the Department of Operations and Emergencies, and in regular consultation with the Head of the Migrants in Countries in Crisis Initiative (MICIC) Secretariat and DOE Heads of Division and other relevant Department of Operations and Emergencies (DOE) and IOM staff at Headquarters (HQs) and in the Region, the Programme Manager of the Migrants in Countries in Crises capacity building initiative will be responsible of overseeing the development and implementation of the programme’s components, including migrant-specific risk assessments, institutional capacity building and community awareness campaigns.
Core Functions / Responsibilities:
- Oversee the implementation and monitoring of programme's activities. Develop work plans and schedules for the capacity building activities.
- Provide financial, administrative and technical backstopping to the programme’s activities.
- Develop and maintain implementation strategies, work and expenditure plans to ensure timely implementation and achievements of programme outputs and objectives.
- Participate in the selection process of staff and consultants for all activities under the programme, in close coordination with donors, national and local institutions and IOM staff in the relevant offices.
- Develop and maintain good working relationships with the relevant institutions of the countries involved in the project, the initiative’s secretariat and working group.
- Undertake duty travel relating to programme coordination, liaison with counterparts, problem solving, and adaptation of activities to the different operational contexts as required.
- Monitor and expedite programme implementation through communications with project and technical staff, as well as with government authorities and project partners, and through field and project visits. Analyze programme reporting and advise accordingly about potentially required adjustments and emerging complementary opportunities; contribute to the development of new projects/programmes by maintaining thorough knowledge of donor priorities in the region.
- Oversee the publication of risk assessments for migrant population in target countries, in collaboration with national staff and consultants.
- Oversee the development and delivery of training courses for consular officials of countries of origin and for emergency management agencies in countries of destination, in collaboration with national staff and consultants.
- Oversee the establishment of mechanisms targeting migrants and host communities to strengthen awareness of potential risks and capacities to address migrants’ specific needs and vulnerabilities in crises.
- Liaise with the donor, to provide updates on activities and achievements.
- Compile best practices and lessons learned from the implementation of the different activities in order to inform future activities of the initiative and of institutions dealing with the same issues. Share them for consultation, and engage in a process of approval with institutions in home and host countries and in particular with the MICIC state-led initiative.

Required Qualifications and Experience
Education
- Master’s degree in Political Science, International Relations, Law, Economics, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in an international organization on migration, project design, implementation and management, including institutional and capacity building, technical cooperation for government entities;
- Experience in liaising with governmental authorities as well as with international institutions;
- Experience at an international level with specialized international agencies (UN Agencies, International Organizations, and International specialized NGOs), preferably on emergency preparedness, natural disasters and conflict prevention and response;
- Knowledge of UN, IOM, International Organizations and NGO mandates and programmes in the area of migrant's rights and vulnerabilities in humanitarian assistance;
- Excellent drafting skills, experience in writing papers, briefings, articles and with own work published desirable;
- Expertise in managing projects with components on capacity building and research;
- Training and experience in conducting research studies preferred and capacity to present research results in international events;
- Knowledge of operational context an advantage.
Languages
Fluency in English is required. Working knowledge of French and Spanish is an advantage.
