Project Finance and Administration Manager

The mHealth Tanzania Partnership is an innovative public-private-partnership, working closely with the Ministry of Health and Social Welfare of Tanzania, U.S. Government Centers for Disease Control and Prevention (CDC), and numerous Tanzanian and international public and private sector partners to leverage the high penetration of mobile phone infrastructure in Tanzania to scale up and sustain health programs. The partnership is funded by CDC to support the achievement of PEPFAR goals and Tanzanian Ministry of Health and Social Welfare (MoHSW) initiatives including the Government of Tanzania Campaign on Accelerated Reduction of Maternal Mortality (CARMMA) and the Health Sector Strategic Plan.
Cardno seeking a Project Finance and Administration Manager, based in Dar es Salaam, to support the mHealth Tanzania Partnership by performing the following functions and responsibilities:
  • Manages all day-to-day project accounting and financial operations for field office
  • Tracks and oversees Project expenditures, as approved by the Country Manager, incurred in-country, and provides guidance to the project team on available budget for purchases.
  • Prepares field reports for submission to home office.
  • Initiates all project fund disbursements and ensure that no disbursements are made without proper authorization/approval from the Country or designee (i.e. approved purchase request forms).
  • Monitors petty cash, project procurements, and all other field office cash flows, including processing expense reports for local employees.
  • Prepares payroll.
  • Reconciles project accounting, prepares monthly field financial reports and provides back-up documentation of all financial transactions into monthly accounting package to Cardno’s home office.
  • Establishes and maintains electronic accounting tracking mechanisms, per Cardno home office’s accounting procedures.
  • Ensures that all project funds and expenditures are accounted for and transactions are appropriately recorded in the required journals and source documentation is appropriately maintained for Tanzania tax purposes and Cardno Home Office reporting purposes.
  • Prepares special financial and human resource reports as required.
  • Maintains organized financial files to enable a clear paper trail of financial documentation including purchase approvals, funds disbursement approvals, wire transfers, employment agreements, service contracts, and source documentation. This includes filing all procurement memos for local procurements and selection of local subcontracting.
  • Establishes internal controls to prevent misuse of project funds, ensure data integrity and provide a clear and transparent audit trail for all transactions
  • Maintains banking relations including obtaining bank transfer/withdrawal approval from the Country manager or designee, submitting bank transfer instructions, obtaining and reconciling bank statements, etc.
  • Prepares timely project fund replenishments ensuring that sufficient funds are available to cover planned expenditures on a monthly basis.
  • Performs administrative duties as assigned by the Country Manager.

Qualifications

  • Master’s degree in Accounting, Finance or similar field and at least 5- 8 years of experience in financial and administrative management with organizations which manage international projects, or a Bachelor’s degree and at least 9 - 12 years of experience in financial and administrative management with organizations which manage international projects.
  • A qualified Accountant with Certification by an international accounting professional body

Experience

  • Demonstrated ability to analyze financial data, create and track budgets, set up and maintain financial management systems, and experience with financial/accounting software
  • Experience in financial management of donor-funded projects
  • Extensive knowledge of Tanzania financial laws and regulations
  • Demonstrated report writing skills in English required

Other requirements

  • Demonstrated diplomatic and interpersonal skills and ability to manage staff effectively in a complex and changing environment
  • Proven ability to manage confidential matters discreetly and with the trust and confidence of colleagues and clients
  • Computer literacy in MS Office applications including Word, Excel, PowerPoint, and Outlook
  • Knowledge of Quick Books or other accounting software.
