The Conference of Commonwealth Education Ministers (CCEM) has been held triennially since 1959. CCEMs are one of the principal forums for Commonwealth inter-governmental consultation and decision-making for the education sector. The CCEM’s purposes is to discuss issues of mutual concern and interest, to formulate policy on key developmental issues, and to build consensus at a high political level within the Commonwealth. 19CCEM will contribute to broadening the Commonwealth goals of development, democracy and human rights as set out in the Commonwealth Secretariat Strategic Plan.
19CCEM will take place in Nassau, The Bahamas. The theme of the meeting is “Quality Education for Equitable Development: Performance, Paths and Productivity- 3Ps”. This meeting comes at a pivotal time as internationally agreed goals for education, the Millennium Development Goals (MDGs) and Education For All goals (EFAs), come to an end and are replaced by a new, post-2015 development agenda in the shape of the Sustainable Development Goals.
Although great advances have been made over the past 15 years through the MDGs and EFAs, there are still over 20 million primary aged children out of school in the Commonwealth, and 460 million illiterate adults. This meeting is an opportunity for member countries to come together to agree on the priorities for education in the Commonwealth in the context of wider, international goals for development.
A report which captures the CCEM deliberations and decisions will be produced and disseminated widely. The Commonwealth Secretariat’s Health and Education Unit seeks to engage a consultant to produce this report. Further information can be found on the 19CCEM website atwww.bahamas.gov.bs//19ccem.
Aims and objectives
  • Co-ordinate the acquisition and collation of the necessary material in liaison with the Chief Rapporteur;
  • Be available as Rapporteur throughout the conference, giving priority to ministerial meetings and taking minutes/notes of the Ministerial Meeting as necessary;
  • Produce minutes of all 19CCEM sessions from the rapporteur notes and any tapes of the non-rapporteured sessions;
  • Produce the final report.
Scope
Utilising available notes from the conference rapporteurs and 19CCEM papers, the consultant will:
  • Ensure that a record is made of all sessions of the 19CCEM;
  • Where necessary, transcribe all relevant audio tapes, background papers, speeches and presentations from 19CCEM;
  • Summarise, compile and edit the background materials to produce a draft report for consultation;
  • Design a report layout using a template agreed with the Education Section;
  • Produce the final 19CCEM report. Previous reports have been in the region of 85 A4 pages.
Consultant’s qualifications
The consultant must be a citizen of a Commonwealth member state. The consultant is expected to bring strong knowledge of education, excellent research and report writing skills, and experience of recording large-scale international conferences.
The Consultant (Lead Report Writer) will be responsible for:
  • Taking accurate minutes of the Senior Officials’ and Ministerial plenary discussions and selected roundtables;
  • Receipt and integration of all records, minutes from all sections of the 19CCEM including from the three Parallel Forums, Small States and Regional Ministerial Caucuses meetings, the Good Practice Awards and any ad hoc meetings that will need to be reported to the main Ministerial Meeting;
  • Overall responsibility for the quality and timely submission of the 19CCEM Report.
The consultant must have the following appropriate experience and qualifications:
  • Demonstrable knowledge and work experience in education;
  • Experience of writing similar reports, and presenting complex issues in an accessible and engaging manner;
  • Accurate written communication skills, with the ability to write fluently and concisely in plain English.
  • Highly developed IT skills, with the ability to present information clearly;
  • Ability to deal diplomatically and productively with a variety of stakeholders, including at ministerial level;
  • Ability to produce high-quality work to tight deadlines with the minimum of supervision.
