Senior Finance Specialist -- Let's Read Together Activity

CAMRIS International seeks a Senior Finance Specialist to serve on the upcoming USAID Tanzania's "Let's Read Together Activity". The purpose of this contract is to acquire technical assistance and instructional materials targeted at improving lifelong learning skills, defined as mastery of early grade reading, writing, and arithmetic. Technical assistance will cover: (1) improving quality of basic skills instruction at the early primary level; (2) strengthening Ministry of Education and Vocational Training (MoEVT) skills delivery systems; and (3) increasing community and parental engagement in early primary education. These three components align with the Government of Tanzania (GoT)’s ten-year Education Development Sector Plan (EDSP)(see Attachment 5, item 22) and other reforms underway, such as Big Results Now (BRN), Performance4Results (P4R), and Global Partnership for Education Literacy and Numeracy Support (GPE LANES) program on 3R’s (reading, writing, and arithmetic) reform.
Responsibilities:
  • The Senior Finance Specialist will ensure full financial and contractual compliance of Tusome Pamoja activities with USAID regulations.
  • Working with the contractor’s internal auditing system and Financial Comptroller, Tusome Pamoja’s Senior Finance Specialist will establish internal control systems as well as accounting and financial reporting protocols for local subcontractors.
  • S/He will supervise activity financial staff and program budget matters, managing accounting and disbursement needs, verifying that procurements comply with USAID and Contractor’s financial guidelines, overseeing the training of staff and partner NGOs in financial systems, and assuring timely financial reporting to USAID.
  • The Senior Finance Specialist reports directly to the COP.
    Qualifications:
Education: Masters of Business and/or Public Administration, Masters in Accounting and/or Financial Management, or appropriate equivalent academic degree at least at the Master’s level.
Skills and Experience: At least 10 years’ experience in financial management of development activities with increasing levels of responsibility. Membership in a professional body such as those for Certified Public Accountants is preferred. Experience working in Africa preferred.
Language: The candidate must be professionally proficient and fluent (IELTS level 7 or above; or TOEFL 94 or above) in written and spoken English.
