ROVING AUDIT AND COMPLIANCE SPECIALIST

CARE USA is looking for a Roving Audit and Compliance Specialist who serves the country offices for up to six months at a time and provides assistance as defined in the Terms of Reference (TOR) developed by the CO of assignment.
In general, this position is established to provide technical assistance and training to CO staff, and manage the A-133 and financial statement audit processes and other donor audits as necessary. The position is responsible for coordinating the audit data collection and submission, and for ensuring quality and integrity of the information submitted to the auditors.
While deployed, the roving audit and compliance works on special projects and other duties as assigned by the line manager. These duties include but are not limited to training materials development, participation in systems upgrade, improvement and testing, etc.
The roving audit and compliance primary location is his/her home of records. When deployed, the roving accounting manager is based in the country of assignment and reports to the finance director or equivalent position in that CO. When not deployed, the roving accounting manager reports to the Director of Financial Management Capacity Building.
Responsibilities and Tasks:
· Manage and support CO audit readiness
· Manage audit requests and CO responses
· Technical support and capacity building
· When not deployed to COs, participate in training materials and user manuals development, systems upgrade and testing
· Perform other duties and special assignments as assigned by the line manager
Qualifications (Know-How):
· Bachelor's degree in Business, Accounting, Finance, Contracts Management or equivalent work experience
· Over 3 years of experience in accounting, auditing, grants and contracts or other relevant in nonprofit organizations
· Thorough understanding of CARE core business and financial systems
· Familiarity with USG regulations and cost principles
· Demonstrated experience in the development and monitoring of preventive and detective controls
· Demonstrate ability to work in a multicultural, multi ethnic environment and maintain effective working relations with people of different national and cultural backgrounds
· Good understanding of US GAAP and international donor compliance frameworks
· Thorough understanding of financial accounting, reporting and grants and contract management processes
· Ability to establish priorities and to plan, coordinate and monitor work plans
· Good facilitation skills to conduct training sessions for small to medium sized groups
· Solid analytical and problem solving
· Ability to quickly learn new systems, processes and procedures and adapt local practices to global standards
· Ability to work on teams, work at detailed level and understand the larger picture
· Good oral and written communication skills
· Proficiency in Microsoft Office including Excel and Word and good skills at using financial software applications
