Review of Iraq media development programme
International Media Support (IMS) is seeking experienced consultants to carry out a review of our media development programme in Iraq.
IMS s a growing non-profit organisation working to support journalists and media in countries affected by armed conflict, human insecurity and political transition.
IMS is currently strengthening independent media in Iraq and Iraqi Kurdistan in times of insecurity by focusing on the security and legal protection of the media and journalists in Iraq. The programme is implemented in collaboration with a large number of partners in Iraq, including national and regional media institutions, media support organisations, public entities and a range of civil society organisations.
Objectives and scope
The review will enable IMS, its partners and its donors to design the next phase of the programme in light of lessons learned from the programme to date. In order to achieve this, the review will:
Identify and verify how far the programme has come to date in achieving its intended outcomes in the programme’s four main areas of intervention. Critically assess the strategies and media development methodology IMS has used in Iraq, as well as IMS’ management of the programme. The consultancy will amongst other issues focus on the following areas:
Assessment of the programme’s outcome-level results to date and the extent to which the programme contributed to these results. Look into the strategic approach of the programme through assessment of the relevance and sustainability of the complete results framework design to Iraqi context. Assessment of the efficiency and effectiveness of IMS’ organisational set-up and systems. Time schedule and reporting
The review should be conducted during September and November 2015 with field work completed during September/October 2015. A draft report is to be submitted to IMS no later than 15 November 2015, the subsequent presentation and discussion of the findings will be scheduled as soon after this date as possible.
The review team shall present to IMS a proposed budget as part of their inception note. A minimum of 10 working days shall be spent in Iraq. The assignment is expected to demand four to five consultant weeks in total.
Required proposal format
The proposal should include:
CVs highlighting relevant skills, qualifications and experience that qualify the consultant for the assignment; A financial offer for the consultancy assignment that specifies the cost of 30 to 35 days of consultancy work (costs for travel, accommodation, etc. excluded); Availability of the consultant; A brief outline (max 2 pages) of the planned approach (see ToR for details).
