Review of regional Middle East & North Africa media development programme

International Media Support (IMS) is seeking experienced consultants to carry out a review of our programme in the MENA region, the Media Cooperation Programme (MCP).
IMS s a growing non-profit organisation working to support journalists and media in countries affected by armed conflict, human insecurity and political transition.
IMS has worked in the MENA region since 2003. Initially, IMS worked mainly with funds from the Danish Ministry of Foreign Affairs through regional activities. In 2007, IMS began to develop country-specific programmes in the region. The Media Cooperation Programme (MCP) provides the framework for both IMS’ regional and country-specific interventions in the region.
Objectives and scope
The review will assess the programme’s impact; the programme’s relevance and sustainability; and the programme’s efficiency and effectiveness. In light of its findings, the review will highlight lessons to be learned, and will make recommendations that can usefully inform the design and implementation of the next phase of the programme.
The review will include both desk and field work in a number of locations and will produce an inception note on review methodology, work plan and proposed budget; presentations of the team’s initial findings to partners and other key informants; a presentation to IMS of the study’s main findings based on a draft report; a final report detailing the review team’s methodology, findings, conclusions, and recommendations.
Time schedule
The review should be carried out between September and mid December 2015 with fieldwork completed before 31 October 2015. The assignment is expected to demand 55 working days in total.
A draft report is to be submitted to IMS no later than 21th November 2015, with subsequent presentation and discussion of the findings scheduled as soon after this date as possible.
Required proposal format
The review team is expected to comprise 2-3 consultants. Their proposal must include:
CVs highlighting relevant skills, qualifications and experience that qualify the consultant team members for the assignment (see ToR for details); A financial offer for the consultancy assignment that specifies the cost of 55 days of consultancy work (costs for travel, accommodation, etc. excluded); Availability of the consultant team; A brief outline (max 2 pages) of the planned approach (see ToR for details).
