Objectives:
The incumbent will be leading a section responsible to provide expert 2nd level support to all network related O&M support activities in order to ensure that all network performance and quality targets (KPIs) are achieved. The incumbent will devise and implement proactive measures/guidelines to prevent network outages; and conduct regular technical audit exercise and major network routines. The job holder will also make sure that a regular onsite/field knowledge transfer to regional technical staff performed and issue regular reports on activities of the section for management decision/consumptions.

Key Responsibilities:
1. Provide leadership to specialist Line-up Teams and ensure the effectiveness and efficiency of routine preventive maintenance activities, particularly such as those associated with transmission, switching access network and power systems.
2. Provide leadership to specialist Trouble-shooting teams and ensure the effectiveness and efficiency of corrective maintenance activities that guarantee quality of service and network performance objectives.
3. Provide 2nd level specialist online and onsite support for all network maintenance activities and liase with manufacturers and vendors as appropriate in order to ensure successful resolution of network challenges.
4. Conduct major routines on transport network, switching nodes and power systems and implement regular network technical audits to ensure compliance to routine O&M activities by regional teams.
5. As required, coordinate with the Network Management Centre and Regional Management in order to ensure the prompt provision of the above, and removal of any unnecessary interface problems.
6. Provide leadership to Central Repair Unit and ensure timely repairs of faulty parts delivered from the regions
7. Provide leadership to International Facilities teams (International switch and Mwenge Earth station) to ensure achievement of network performance and quality objectives at all times
8. Provide leadership to the development and review of technical guidelines and instructions associated with specialist maintenance and troubleshooting activities.
9. Ensure that all the structures procedures, processes and instructions associated with TTCL’s requirement of a Quality Management system as properly documented and maintained
10. Ensure that all internal interfaces are formalized and functioning to ensure that O&M activities are supporting the highest levels of customer service.
11. Provide technical support on project implementation as required
12. Ensure that all personnel are familiar with all relevant guidelines and development activities.
13. Monitor and report on the performance of the network maintenance unit in terms of defined targets and objectives, and provide explanations for any performance deviations and as required provide recommendations for the redress of any difficulties.
14. Provide leadership to the network maintenance personnel and facilitate inter functional relationships to enhance the co-operation and teamwork within TTCL
15. Ensure the proper management of all resources, including specialist tools and equipment for which the network management unit is custodian.
16. Prepare budgets and monitor all costs and expenses under the control of the unit.
17. As appropriate, He/She will communicate with equipment vendors and manufactures in order to resolve escalated network problems.

Key Qualifications / Experience / Skills:
Qualifications: • A University degree in Telecommunication Engineering or Electronic/Electrical/ Information Communication Technology or equivalent qualifications from a recognized institution. A post graduate qualification is an added advantage.
• A combination of (people)management and technical experience
• Strong leadership skills
• Fluency in English is required, strong verbal and written communication is essential
Experience: • Minimum 5 years experience in Telecom including daily network operations & maintenance activities and personnel responsibility
• Understanding of operational processes (Incident Management, Change Management etc.) and/or experience in an ITIL based environment.
• Experience in a coordinating/supervisory role in a Network Operations or IT service desk environment.
• Good Understanding of Mobile Telecom technologies and services (GSM/UMTS/LTE) and Fixed Telecom technologies and services.
