Managing Director , State Mining Corporation (STAMICO)

The State Mining Corporation (STAMICO) is state owned enterprise which was established in 1972 with the objective of developing mining industry. Following changes in the economic policies of the earlier 1990s in favor of private sector led mining industry development, STAMICO and its subsidiaries were privatized and others were liquidated. The Government reversed the decision to close down STAMICO through Government Notice No. 88 of 2009, after lessons learned in the performance of the
private sector led mining industry development and the need as per Mining Act, 2010 that Government should have free carried or purchased interest in strategic major mines.
In that regard, STAMICO's new role is to oversee Government interests in large scale mines, invest in the mining sector through mineral prospecting, development and operate mines, drilling, consultant services to small scale mining and other related business.
In order for STAMICO to implement its new responsibilities and roles, it is desired to recruit a suitable candidate to fill the vacant post of Managing Director, STAMICO. For that reason, STAMICO which is an entity under the Ministry of Energy and Minerals is looking for an experienced, dynamic, energetic, visionary and qualified candidate to apply for the said post.
The Managing Director is the Chief Executive Officer of the Corporation and is expected to operate in this dynamic and challenging environment of potential growth, to provide strategic leadership and deliver results efficiently, expeditiously and in line with the national policies and development aspirations as articulated in various national and sector plans and strategies. The Managing
Director reports to the Board of Directors, and is responsible in the day to day running of the institution to achieve its mission of investing in the mining industry through mineral prospecting; developing and operating mines; shareholding; mineral trading; value addition and provision of quality services in management of mines, drilling, consultancies and other related businesses.
Specific day to day duties and responsibilities of the Managing Director of STAMICO are as provided herewith.

Principal Duties and Responsibilities
Provides strategic leadership and operational direction of the Corporation;
Directs and supervises the administration of the activities under the responsibility of the Corporation;
Ensures that the Corporation develops well focused vision and mission as approved by the Board of Directors;
Plans, Organizes, Co-ordinates, monitors, controls and evaluates implementation of Corporation's policies and operations in order to achieve the Corporation's goal and objectives;
Effectively promotes a positive image of the Corporation;
Chairs Management Team meetings;
Coordinates preparation and reviews the Corporation's budget and periodic reports, and ensures adequate mechanisms for internal control and monitoring as approved by the Board;
Coordinates the preparation of Strategic and Business Plans and submits to the Board of Directors for approval;
Implements directives of the Board of Directors pursuant to Corporation policies, relevant Acts and Regulations governing the industry;
Keeps the Board of Directors regularly informed of any important matters that have a bearing on the functions of the Board;
Ensures that the Corporation's resources, both human, financial and physical are nurtured, developed, managed and harnessed optimally;
Operates the bank account and banking transactions as one of the authorized signatories;
Acts as the Accounting Officer of the Corporation responsible for implementing all policies;
Authorizes all payments whether of capital or revenue nature to ensure efficient and effective mobilization and utilization of resources;
Advises the Board of Director on the corporation’s performance;
Directs and ensures that annual reports and statement of accounts are submitted to the Board of Directors;
Formulates policies and strategies aimed at improving revenue collection for the Corporation;
Supervises the application and review of Corporation Act, regulations and systems procedures and ensures that STAMICO's legal responsibilities and interests are well protected;
Liaises with the Ministry of Energy and Minerals and other stakeholders to promote an understanding of the problems and constraints that STAMICO sometimes encounters in its operations;
Ensures that core functions of the Corporation which are mineral rights acquisition, exploration, drilling, mine development , mining and marketing and joint venturing are effectively supervised.
Facilitates provision of consultancies and specialized technical services to small scale miners and other stakeholders;
Conducts open performance review and appraisal of subordinates; and
Performs any other duties assigned to him/her by the relevant authorities as may be called upon from time to time.

Minimum Qualifications and Experience
The candidate for this position must hold a university degree from a recognized institution in either engineering, geo-science, economics, finance, accounting, law, management or other related fields.
Masters in Business Administration or equivalent will be an advantage.
He must have at least 10 years working experience in senior position with a large reputable organization preferably a profit organization out of which two years must have been in the mining industry. A holder of post graduate degree' preferably at the PhD level in the relevant academic field will be added advantage. .

Age Limit

Applicants for this position must not be less than 35 years of age

Remuneration
Remuneration package is in accordance with STAMICO's Scheme of Service - Salary Scale SMC 11.
