Senior Accountant (Senior Financial Officer) (FINSA)

Under the direction of the IMF Safeguards Assessments Division's management, the candidate will be responsible for work related to safeguards assessments. This will involve assessment and continuous monitoring of the five key areas of control, governance and risk management (see IMF safeguards factsheet). Duties will include:
  • Leading missions for complex safeguards assessments including overseeing the work of other mission members, negotiating findings with senior central bank staff and external auditors, and liaising with area departments and resident representatives on safeguards related matters;
  • Coordinating and producing first drafts of safeguards assessment reports, mission briefs, and back to office reports; producing periodic update Board papers and leading working groups for the five-yearly policy papers;
  • Responsible for developing recommendations arising from safeguards assessments and related follow-up work, including follow-up on implementation and new developments at the central banks; and
  • Contributing to the other activities of the division and the IMF Finance Department including reviewing safeguards reports prepared by the division, developing analytical tools to support review of governance and risk management frameworks at central banks, developing and reviewing accounting and financial policies, keeping abreast of developments in international financial reporting and auditing standards, and assisting in the coaching and training of more junior staff.
Qualifications
The candidate must be able to demonstrate substantive auditing experience with an international accounting firm or extensive central banking experience and deep experience in governance and/or risk management. Knowledge of International Financial Reporting Standards (IFRS) or International Standards on Auditing (ISA) is highly desirable.
The candidate is expected to have strong analytical capabilities and be able to meet tight deadlines, both at headquarters and on mission. The candidate should have strong oral and written communications skills, as well as data management skills, and should have a demonstrated ability to deal effectively and diplomatically with senior officials. The ability to work independently, as a supervisor, as a team member, and often under time pressure is essential.
Educational development, typically acquired by the completion of an advanced university degree in business administration, accounting, finance, economics, or a related field; or a bachelor’s degree plus a professional certification and extensive experience in roles of progressively increased responsibility and complexity in the areas of audit and/or governance & risk management is required.
