Call for consultants: final evaluation of governance through media project

Ma'an Network seeks an external consultant to conduct a final evaluation for the project ‘Empowering Transparency through Effective Secular Media’ (01/09/2008 - 31/08/2011) funded by the UK DFID Governance & Transparency Fund.

The project seeks to strengthen the role and capacity of independent secular media as a catalyst for governmental accountability and responsiveness in Palestine, by amplifying public demands for accountability and facilitating citizen input in governance processes. The project focuses on investigative and participatory journalism, utilising television, radio, and online reporting to increase access to information, institutionalise dialogue between Palestinian citizens and decision-makers, and give voice to marginalised groups.

The evaluation is implemented in order to:
- Identify the impact of the project and ways that this may be sustained
- Identify strengths and weaknesses in the design and implementation of the project
- Record and share lessons and recommendations
- Account to local stakeholders for the programme’s achievements
- Improve future project design and management
- Verify funds were used effectively and efficiently to deliver results
- Enable DFID to evaluate and learn from the performance of the GTF as a whole, making sure the overall portfolio has increased accountability and responsiveness

The evaluation will be conducted between 1 May and 31 August 2011. Travel to Bethlehem and other locations in the occupied Palestinian territories will be required.
