Chief Economist/Director, Economic Reform & Development

The Asia Foundation is seeking a Chief Economist/Director (CED) to work in its San Francisco, CA office. The Chief Economist/Director (CED) of Economic Reform and Development Programs will provide intellectual and programmatic leadership for The Asia Foundation's Economic Reform and Development (ERD) programs. The CED will provide expert advice and assistance to the Foundation's Headquarters and 18 country offices in the development, implementation, and assessment of regional and country-specific ERD programs and activities. Since The Foundation depends crucially on a broad range of bilateral and multilateral donors to finance its programs and operations, the CED will focus substantial effort on donor relations and proposal development. The CED will represent the Foundation's ERD programs to external constituencies, including governments, donor organizations, development agencies, academic communities, and development-oriented non-government organizations. The CED will be based in the San Francisco headquarters of The Foundation, and will undertake frequent and extended travel to Washington DC and the Asian countries where The Foundation has field offices.

REQUIREMENTS

Experience

Ten or more years of progressively responsible experience in management and technical support at an international development organization. Experience in project design, proposal writing, project implementation, budgeting, and reporting, with USAID or other international development agencies. Work experience in at least two Asian countries with an international organization strongly preferred.

Education

Doctorate in Economics or closely related development field strongly preferred. Technical training in research and monitoring and evaluation methods desirable

Other

Strong communication, organizational, networking, and writing skills are essential. Must possess ability to pay close attention to important technical aspects of the economic development process while maintaining a broad perspective of Foundation goals and approaches, including integrating economic issues with good governance concerns. Knowledge of Asian political and economic issues essential.

Good at multi-tasking under tight deadlines. Must be a team player, willing and able to work closely with non-economists on multidisciplinary approaches to the development process. Must be willing and able to work long and irregular hours, as needed (e.g., during proposal development).

Capability to undertake frequent, extended travel through Asia (around 1/3 time) and occasionally to Washington, DC.
