The Climate Policy Initiative (CPI) is a new analysis and advisory organization that examines the effectiveness of energy and climate policies around the globe. Our mission is to help nations achieve low-carbon development by evaluating their efforts to promote the new energy and land use economy. The questions we tackle are among the most important in the world. In seeking to deliver practical answers to these questions, we work with government leaders, the private sector, and academia.

Position Summary

The Deputy Director of CPI at Tsinghua oversees the operations functions of the Beijing office of CPI, located at Tsinghua University, and acts as the top advisor to the Beijing office Director. The Deputy Director reports to the Director of CPI Tsinghua and the Chief Operating Officer (based at CPI’s headquarters in San Francisco). He or she works closely with the global operations and executive teams, and supervises a team of research and administrative staff with the guidance of the Director.

The Deputy Director supports the Director in strategic thinking and assists with or is responsible for operations, implementation of the research agenda, finance, and human resources related to the Beijing office. He or she will also be responsible for managing local outreach and communications and, when delegated, may represent CPI with key external audiences, including policymakers and partner organizations. He or she will manage a small staff of administrative personnel in the Beijing office.


Primary Duties and Responsibilities

* Assist the Director in guiding strategy development and operations in the Beijing office.
* Maintain strong relationships and open communication with headquarters, regional offices, and the Executive Team.
* Facilitate collaboration and outreach with the following key groups: Chinese governments (both central and local); academic groups including schools, research institutes, and related organizations within and outside Tsinghua University; China industry associations; key enterprises; and other relevant organizations.
* Provide leadership and mentorship to the Beijing staff.
* Communicate regularly with HQ regarding budget, strategy, and progress.
* Guide the implementation of processes, values, and goals developed in conjunction with HQ and other regional offices.
* Facilitate sharing of knowledge between regional offices on operations, program strategy, research approaches, and other areas.
* Articulate the CPI vision and mission to key internal and external audiences.
* Manage interactions with external entities including the media and potential additional partners.
* Maintain and facilitate networks of associated organizations in government and business to ensure the quality of work products and strategic direction.


Professional Qualifications and Personal Attributes

* Fluency in English and Mandarin, and outstanding written and verbal communications skills in both languages. Candidates without this qualification will not be reviewed.
* A deep commitment to the mission and values of the CPI.
* Strong leadership, facilitation, problem-solving, and analytical skills.
* Demonstrated experience working within a Chinese university, government, association, and/or industry.
* A strong track record of applying sound political and strategic judgment in complex situations.
* Ability to quickly and accurately analyze problems and identify appropriate solutions.
* Experience creating collaboration among networks of organizations.
* Proven ability to initiate and manage projects.
* Enthusiasm for working in a team and demonstrated ability to interact and work with people from all walks of life.
* Tact, poise, professionalism, diplomacy, and sense of humor.
* Familiarity and comfort working within a university environment.
* Willingness to travel.
* Masters or other advanced degree strongly preferred.

The expected start date for this position is early 2011. The position will be located in Beijing, China. CPI offers an excellent benefits package and a competitive salary that is commensurate with experience.
