Swaziland

ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

The Swaziland mission opened in October 2007 after an exploratory mission in response to the droughts affecting all Southern Africa. Having the highest HIV prevalence in the world (26%), nutrition had not been a priority in Swaziland and very few resources from the Ministry of Health (MoH) were allocated to this activity. At the time, only one hospital in the Lubombo region was providing treatment for Severe Acute Malnutrition and there were no national guidelines for such treatment.

Currently, through the support of ACF-Spain, there are 6 In-patient Therapeutic Programme (ITP) sites and 26 Out-patient Therapeutic Programme (OTP) sites within existing MoH structures in all 4 regions providing a comprehensive care of HIV and malnutrition.

ACF-Spain is working at national level, regional level (facility level) and community level in close partnership with the Swaziland National Nutrition Council (SNNC) and other nutrition and HIV related partners.

Objectives :

The Head of Mission is in overall charge of all aspects of the mission in Swaziland, developing the mission strategy and the link with HQ for all aspects of the mission’s running. They will also be in charge of administrative and logistic supervision of the overall mission.

Functions :

• Strategic Vision : Ensure proper development and implementation of the strategy, coordinate development and definition of new programmes, promote the interchange of contextual information and analysis between the Mission/Headquarters.

• Resource Mobilisation : define a fundraising strategy for implementation of the strategy, monitor and control the co-financing needs in the mission, responsible for reaching the Annual Volume and margin objective figures

• Security: Manage the security of the mission, follow-up and analysis of security information regarding the local context, responsible for keeping coordination with HQ during evacuation and/or any change of security level or context.

• External representation and internal coordination: develop a network with the partners in the country, ensure the follow-up of donor contracts and operational follow up of projects, ensure good team work and communication anticipate and manage internal conflicts, evaluation of staff.

• Management of financial issues: elaborate and update the mission cost coverage plan and Financial Plan, budget management (design, follow up and closure), responsible for Monthly Accounting Report to HQ, design of financial reports according to donor’s formats and regulations, Control monthly accountancy and send to HQ

• Follow-up and update ACF HR procedures: Follow-up labour contracts, recruitment processes, job adverts and job descriptions.

• Make sure the mission logistics team sets up ACF logistics procedures and tools: Logistics strategy designed in accordance with the mission and HQ Log strategies, with follow up of the logistics indicators and principles.

• Training of Administrative and Logistics Assistants : Train to develop the administrative / financial and logistic capacity of the staff of the mission

Profile

• Degree in Economics or similar, Master in Economics or similar.
• Previous experience in the humanitarian field (at least 5 years) within a development context managing development and aid projects, preferably with ACF.
• High degree of maturity and responsibility to manage a team of expats and national staff.
• Experience in nutrition and HIV in southern Africa would be highly valued.
• Good experience in accountancy, finance, budget management, project management, HR management, donor’s rules, procurement and Cost Coverage Plan.
• Experience in Saga and advanced Excel utilisation, in logistics and security management in training.
• Diplomatic, professional and very transparent.
• Leadership , management capacities, team spirit and good communication skills.
• Experience working in partnership with government, UN, NGOs and donors.
• Organized and rigorous.
• English and Spanish or French essential, knowledge of Siswati is useful

We offer immediate incorporation to a dynamic international network with the following remuneration package:

Remunerative Package:

• House and maintenance cover by the organization.
• Formal contract of work (2 years commitment)
• Salary: from 2000 € to 3000 € gross per month according to candidate’s previous experience + responsibility plus ( according to standard list of ACF – Spain)
• ACF- Spain remuneration system allows a salary progression based on the annual development appraisal
• Travel costs to and from the mission.
• Per Diems.
• 25 working days of holidays per year.
• One week of breaks
• Travel and accident insurance and repatriation on account of the organization.
