Position Title: International Migration Policy Expert
Duration of Contract: 5 months
Type of Contract: Consultancy
Under a new 24-month EU contract aimed at building Serbia’s capacity to manage migration in accordance with international and EU standards, the International Organization for Migration (IOM) is seeking consultancy services of a qualified individual that can fulfill the duties and responsibilities as outlined in the terms of reference below.
The overarching aim of the project is to contribute to the establishment of a Migration Management Framework in the Republic of Serbia in line with the EU acquis and to strengthen the capacity of central and local institutions to achieve EU standards in Migration Management, Readmission and the Reintegration of Returnees. In order to achieve this goal, CRS will work closely with government institutions participating in the Coordination Body for Managing and Monitoring Migration (CBMMM) and International Organization for Migration.
General functions: Under the direct supervision of the Team Leader and in close collaboration with the Commissariat For Refugees the selected consultant will support the Commissariat for Refugees to revise the Migration Management Strategy and develop a draft National Migration Action Plan for the year 2012 – 2013. The consultant will carry out the following functions and tasks:
Tasks
1. Define a work methodology and work plan for the revision of the Migration Management Strategy and of the migration plans.
2. Revise the Migration Management Strategy taking into consideration the recommendations developed by the EC Framework Contracts.
3. Review the existing migration ministerial plan and consolidate a national migration action plan for the year 2012 – 2013 including estimated implementation costs.
4. Produce the Migration Management Strategy review report and the national action plan 2012 – 2013.
5. Perform such other duties as may be assigned by the IOM Belgrade Chief of Mission and CBMM Programme Manager.
Desirable Qualifications and Experience:
• University degree in Social Sciences, International relations, Business/Administration or equivalent education. Five years of working experience in related areas.
• Demonstrated experience in the field of migration management and migration policy development.
• Experience in reviewing and drafting action plans.
Competencies
• Strong organizational skills, result oriented.
• Strong presentation skills, excellent writing skills.
• Familiarity with the Serbian migration context in Serbia would be an asset.
Languages
Thorough knowledge of English and Serbian.
