Programme Manager Mine Action – Mauritania 28/11

Norwegian People’s Aid has been involved in humanitarian mine action since 1992 and is one of the leading humanitarian demining organisations worldwide. Together with national authorities and other stakeholders we are working to resolve problems faced by local communities caused by landmines and other explosive remnants of war. Currently NPA has 16 Mine Action Programmes on-going in the Balkans, Southern Africa, The Horn of Africa, Central Asia, South East Asia and The Middle East.

NPA seeks an experienced Programme Manager for our mine action programme in Mauritania. The programme will be conducting survey and clearance of Explosive Remnants of War (with a focus on, mines and cluster munitions). The programme will be cooperating closely with national and regional authorities as well as capacity building of national authorities when appropriate. The contract period will be 1 year with possibilities for extension.

Detailed Responsibilities:
Strategies and development of donor funding proposals:
• Establish strategies and overall plans within the programme in close cooperation with the NPA Mine Action Department (MAD)
• Establish annual work plans in accordance with overall NPA MAD guidelines, strategies and in coordination with MAD
• Raise funds according to plans for the programme through donor meetings and production of donor proposals in close cooperation with the desk officer in the MAD
Management of NPAs mine action portfolio in Mauritania:
• Manage and follow up the survey and clearance operations in Mauritania in accordance with NPAs Operational Management System
• Influence the National Mine Action Centre (PNDHD) to use the NPA land release and task impact assessment systems to ensure high quality, impact and cost efficiency
Provide technical advisory support services to PNDHD:
• Identify needs and develop a plan for how NPA can provide assistance to national authorities
Manage human-, financial- and logistical resources of the mine action portfolio in Mauritania:
• Ensure that set priorities are followed and if necessary make adjustments to these
• Produce and follow the agreed budgets in close dialog with Head Office
• Follow up that costs do not exceed what is budgeted for without being in dialog with Head Office
• Target resources and work towards an enhancement of the effective planning process, so that mine clearance, BAC and EOD work is carried out as effective, cost efficient and safe as possible
Build and maintain alliances and network among government agencies, NGOs and other project partners:
• Build and maintain close dialog with national mine action authorities and other government agencies involved in mine action
• Initiate and participate in technical meetings and coordination meetings with national and regional authorities, mine action operators, UN agencies, other NGOs and private enterprises
• Initiate donor meetings and produce proposals and donor reports in close cooperation with the Head Office
• Ensure that NPA maintains its role as a competent and committed partner in relevant national and international mine action forums
Development of the NPA Mine Action Program/project portfolio in West Africa:
• Identify new projects and possible expansion to new countries in close cooperation with Head Office
• Assist other country programmes when requested

Desired qualifications:
• Relevant higher education
• Experience from project planning, implementation and reporting, including writing project proposals with budgets is necessary
• Technical background within humanitarian mine action and experience as technical advisor to national mine action authorities desired
• Good communication and interpersonal skills with experience from networking and fund raising is desired
• Experience from logistics, finance and budget control is necessary
• Written and verbal proficiency in English necessary, Arabic or French an asset
• Holder of a valid international driver’s license
