Division Manager - Development Management and Policy Dialogue Division

The African Development Institute’s (EADI) primary objectives are (i) to share knowledge with RMC policy makers on major development challenges facing African countries and to provide training for RMC officials and help build the capacity of RMC institutions in selected fields; (ii) to organize workshops and seminars to help disseminate the findings of the Bank’s development research, operations monitoring and evaluation, and economic and sector studies to Bank staff, RMCs and development partners; and (iii) to provide training in project management to support efficient implementation of Bank-financed projects and enhance their impact. The Institute has three divisions. The role of the Development Management and Policy Dialogue Division is to foster and enhance relationships with international regional and national institutions with which the Bank can partner to create synergy in the building of capacity in Africa

Duties and responsibilities

: Under the general supervision of the Director, EADI, the Manager shall have responsibility for:

Providing leadership in initiating, developing, reviewing, updating and implementing training and capacity building policies, strategies and relevant programs in the Regional Member Countries.

Providing leadership in knowledge management and capacity building through organization of workshops, seminars and conferences for RMCs

  • Provide training to the RMCs on how to manage the development process.
  • Provide appropriate fora for equipping government officials of the RMCs with the capability for policy dialogue with development partners and donors.
  • Provide learning events that are in proactive response to emerging political, financial or economic issues on the continent.
  • Create and maintain a database of regional and national institutions in Africa whose capacities could be built to become centers of excellence or with whom the Bank could partner to deliver learning events.
  • Establish cooperation arrangements with capacity development institutions with a view to coordinating strategies and programs, pooling expertise and training resources for the delivery of programs of common interest.
  • Foster and enhance relationships with private sector organizations and donor agencies with a view to mobilizing financial resources for capacity development activities of the Bank.
  • Coordinate the Bank’s partnership with regional and national capacity development institutions in Africa and manage special programs such as fellowships offered by donor agencies.
  • Organize major seminars, conferences and meetings such as the Bank Group’s Annual Meetings Ministerial Roundtable and High Level Seminars, African Economic Conference and KOAFEC Ministerial Conference for Heads of State of Africa.
  • Prepare in consultation with organizational units the annual report on the capacity development activities of the Bank.
  • Publicize capacity development programs of the Bank through various media – website, information bulletins, and course calendar and activity reports.
  • Provide leadership in the Eminent Speakers program by identifying and attracting distinguished speakers to the program.

Developing a strategy for leveraging the various sources of financial resources for capacity building activities

  • Work in collaboration with the Resource Mobilization and Partnership Unit to identify bilateral sources of funds for training.
  • Foster and enhance relationships with international, regional and national training institutions.
  • Identify partners that can finance capacity building activities of the Bank.

Selection Criteria

  • At least a Master’s degree or its equivalent in a development-related field including Economics, Macroeconomics, Development Economics or Agricultural Economics, Social Sciences, and Natural Resources Management.
  • Preferably a minimum of eight (8) years of extensive work experience in capacity building or training, and a solid knowledge and good grasp of capacity building needs - institutional and human - in African countries.
  • Proven ability to provide leadership in designing training programs, developing training materials and managing a capacity development or training institution.
  • A good understanding of the Bank’s diverse development challenges and ability to determine the gap in the knowledge and skills in the Regional Member Countries.
  • A good knowledge of curriculum development, development of training materials (audio-visuals, etc.) and ability to anticipate future needs and development trends and respond appropriately and proactively.
  • Strong skills in curriculum planning, development and sequencing of learning events. Strong skills in the design of evaluation tools for measuring the results and impact of training.
  • Good understanding of the Bank’s procurement procedures for the recruitment and management of consultants.
  • Strong communication and interpersonal skills and a passion to deliver training products that meet the needs of the client; excellent people-management skills. Cultural sensitivity, a sense of humor and diplomatic skills particularly in the delivery of learning events.
  • High level of authority and judgment.
  • High leadership skills required over internal Bank staff (horizontal); consultants and officials outside the Bank.
  • In addition, influential position towards partners and knowledge networks is expected.
  • Excellent verbal and written communication skills in English and/or French. A good working knowledge of the other language would be an added advantage
  • Be conversant with the Bank’s softwares, i.e., Word, Excel, SAP, MS Project and PowerPoint.
