PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps began operations in Haiti after the powerful 7.0- magnitude earthquake rocked the nation on January 12, 2010. In addition to immediate relief activities, Mercy Corps focused on our strength: helping communities rapidly transition from immediate relief to long-term rebuilding and recovery. Within this strategy, a strong emphasis is placed on the use of innovation and mobile technology.

GENERAL POSITION SUMMARY:

The Mobile Technology Project Manager will be a member of the Economic Recovery team, which in addition to mobile money, develops programs in the areas of support to Small and Medium enterprises (SME), business mentoring, and microinsurance, managing partnerships with private sector actors including mobile network operators, banks, microfinance institutions as well as with other NGOs. The Mobile Technology Project Manger will assume overall leadership for Mercy Corps programs with a mobile technology component. This currently includes the integration of mobile money into emergency cash programs (Kenbe La & Bayo Chwazi) as well as a mobile directed remittance and mobile money program to be implemented with international and local partners. In addition, the Mobile Technology Project Manager will support strategy formulation and pilot program for mobile information management system with relevance in the agriculture sector and other areas such as early warning systems, energy poverty etc. A high level of flexibility and rigor is expected from the Mobile Technology Project Manager both in working in and outside of Port-au-Prince and in shifting collaborating with other Mercy Corps programs and partner agencies. Part of the assignment will be conducted, seconded to a partner MFI.

ESSENTIAL JOB FUNCTIONS:

Strategy and Program Development

  • Lead the implementation of Mercy Corps and affiliate programs using mobile technology
  • Participate in the development of Mercy Corps’s Economic Development strategy as pertaining to the use of mobile technology
  • Drive proposal development to secure funding for program expansion
  • Develop and maintain strong relationships with partners for current and new programming (with special attention to systems requirements, reporting, process management, etc.)
  • Work alongside partners to build their capacity and ensure successful program implementation

Program Implementation / M&E

  • Implement mobile technology programs in a transparent and professional manner
  • Provide supervision, coaching and mentoring to the mobile money team (currently 2 officers and 2 assistants), managing their professional development
  • Coordinate with other MC program sectors when required to ensure mobile money and mobile information management is relevantly integrated
  • Develop and manage M&E system with solid indicators to measure impact

Communication & Coordination

  • Strengthen Mercy Corps’s current position of lead NGO in use of mobile technology in humanitarian/development programs
  • Develop and execute a communication plan to showcase success in mobile technology application within program (blogs, e-books, workshops, photo exhibitions, etc.)
  • Coordinate efforts with other NGOs and other partners for awareness raising and capacity building on mobile technology
  • Host meeting/conduct information briefing sessions as required to promote program achievements

Finance & Compliance Management

  • Manage program budget to agreed internal standards
  • Produce donor reports and ensure timely reporting
  • Work with finance and compliance team to develop guidelines for effective electronic reporting

Organizational Learning

  • Actively support the documentation and dissemination of institutional knowledge: operational procedures, case studies, lessons learned, and good practices in mobile technology and economic development.
  • As part of Mercy Corps’ agency-wide Organizational Learning Initiative, all team members are responsible for spending 5% of their work time in formal and/or non-formal professional learning activities.

Accountability to Beneficiaries

  • Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

ACCOUNTABILITY:

REPORTS DIRECTLY TO: Economic Recovery Program Manager

SUPERVISES DIRECTLY: 2 Economic Recovery Program Officers, 2 Training Assistants

WORKS DIRECTLY WITH: Overall Haiti program and operational team.

KNOWLEDGE AND EXPERIENCE:

  • BA or equivalent in economic development, international development, or relevant field
  • 5+ years experience preferred in managing people and projects/programs
  • Past experience working in/with Haiti is desirable
  • Strong experience with mobile payments in particular mobile commerce
  • Experience with international remittances would be significant plus
  • Proven experience in consumer education/product orientation/marketing for mobile products
  • Experience with the design and production of capacity building and/or training materials (either directly or through contractors) strongly preferred
  • Strong financial analysis skills
  • Strong writing skills, both in terms of donor reports and creative writing
  • Understanding of the donor landscape and track record of securing large grants from institutional donors
  • Understanding of participatory methodologies for project design, implementation and evaluation
  • Excellent written and verbal English, French skills a major plus; a working knowledge of Haitian Kreyòl is desirable
  • Outstanding interpersonal, customer service, partnership development and relationship management skills
  • Demonstrated proficiency with the Microsoft Office suite, including Word, Excel, and PowerPoint
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines, and work independently and cooperatively with team members is essential, particularly under high stress and sometimes adverse conditions
  • Ability to work with individuals from diverse cultural and socio-economic backgrounds

S/he will be detail-oriented with the ability to support high-level initiatives with the “big picture” in mind, while managing and supporting ongoing collaborations and projects. Creativity and entrepreneurial spirit are vital in leading and supporting new initiatives, capitalizing on opportunities, and growing and sustaining programs. The PM should be an exceptional communicator, with the ability to develop rapport with a diverse range of program participants and partners. In addition, the ideal candidate will have a demonstrated interested in international development and be dedicated to Mercy Corps’ mission of helping to build more secure, productive, and just communities.

LIVING/WORKING/ENVIRONMENTAL CONDITIONS:

This position is based in the capital city of Port au Prince. It will require willingness to regularly travel to local communities and travel outside of Port au Prince where living conditions will be more austere. Current team members have regular access to electricity, water and internet. Security in Port au Prince is unpredictable and sections of the city are often inaccessible, access to recreational opportunities and restaurants and markets is available. This is a post with individual housing. May require up to 40% travel domestically and to HQ office locations.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
