Senior Expert in Science, Technology Policy

The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a New Partnership worldwide. Its Headquarters is located at Addis Ababa, capital city of Ethiopia.

In seeking to achieve these objectives, the African Union undertakes activities in various areas of socio-economic development including research in Science and Technology. In this regard the African Observatory for Science, Technology and Innovation (AOSTI) was established by a Decision of the Assembly of Heads of States for the purpose of overseeing and coordinating Science, Technology and Innovation related activities in
AU Member States, among other things.

To provide human resources for the AOSTI, the Commission of the African Union invites applicants who are citizens of Member States for the following three (3) positions.

VACANCY ANNOUNCEMENT I


1. Post:

Job Title: Senior Expert in Science, Technology Policy
Grade: P5
Reporting to: Head of AOSTI
Department: Directorate for Human Resources, Science and Technology
Duty Station: Malabo, Equatorial Guinea


2. Major Duties and Responsibilities:

Under the supervision of the Head of AOSTI, the Senior Expert in Science,
Technology is charged with the following:

• Oversee and coordinate S&T and related surveys in AU member states

• Advise participating countries on the reliability of S&T indicators and on the improvement of the data collecting process

• Design, roll out and monitor standardised templates and metadata , reports and project tools to support S&T and related surveys
• Prepare background materials to support S&T data and policy analysis
• Initiate calls for research in S&T research policy
• Serve as a resource person for the AOSTI publications especially the production
of S&T statistics in the African Innovation Outlook
• Build relationships with STI institutions continentally and internationally to
promote relevant knowledge sharing

• Monitor and assess the extent to which S&T programme execution achieves the relevant AU priority objectives

• Ensure quality management of the S&T contents in the African Innovation

Outlook

• Develop and implement Monitoring and Evaluation mechanisms for the S&T policy programme relevant to AOSTI

• Maintain the reputation of the AOSTI by the relevance, quality, completeness timeliness, and accessibility of the STI information

• Perform any other tasks delegated by the Head of AOSTI


4. Educational Qualification and Experience Required:

• Candidates must have a minimum of a Masters Degree or equivalent in natural sciences or science policy studies and proven ability to conduct independent research on science, technology and innovation policy issues. A PhD will be an advantage.

• Candidates must have at least ten (10) years of progressive relevant work experience in science, technology and innovation policy issues. Candidates

should possess skills for extensive inter-agency and intergovernmental networking and proven experience in project formulation and management


4. Other Skills Required:

• Capacity to work under pressure in an international environment made up of people of various nationalities, cultures and backgrounds;

• Ability to work independently and leverage limited resources and staff for maximum impact;

• Ability to work in a team;

• Ability and willingness to travel extensively;
• Ability to work independently with minimal supervision;
• Excellent written and verbal communication skills;
• Ability to plan and delegate responsibility well as to develop strategies to accomplish objectives and to lead a multidisciplinary team.


5. Language requirement: Proficiency in one of the African Union working languages (English, French, Arabic and Portuguese). Knowledge of one or several other working language(s) would be an added advantage.

6. Age Requirement: Candidates should preferably be between 35 and 50 years old.


7. Tenure of Appointment: The appointment will be made on an initial period of two (2) years, of which the first six (6) months will be considered as a probationary period. It shall be renewable subject to performance and availability of funds.
