The African Union (AU), established as a unique Pan African continental body, is charged with spearheading Africa's rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa the capital city of Ethiopia.

In seeking to achieve this objective, the African Union Commission (AUC) intends to build its capacity to deliver, among others, the implementation of its organizational structure by filling up vacancies.

The Commission is therefore inviting applicants who are citizens of Member States of the African Union to apply for the position of Policy Officer, Livestock and Fisheries within the Directorate of Rural Economy and Agriculture.

2. Major Duties and Responsibilities:


Under the supervision of the Senior Policy Officer, Livestock and Fisheries, the Policy Officer for Livestock and Fisheries is responsible for the following:


a. To coordinate and conduct studies and research related to Agriculture and Food Security;

b. To formulate appropriate policies and plans of action and develop programmes and project proposals related to Food Security and Agricultural Development by:
• Facilitating the exchange of more productive technologies and best practices in accelerated agricultural production;

• Promote forage and leguminous crops cultivation to improve animal feed and production, as well as soil fertility;

• Promoting livestock production, integrate the production of on-farm enterprises and diversify income as well as improve soil fertility;

• Advocating at the regional and continental levels for improved management and safeguarding the use of degraded range-lands;

• Promoting measures and co-operative agreements to ensure sustainable livestock and fisheries production;
• Contribute towards the promotion of measures and legislations to combat domestic animal pests and diseases;

• Promote measures and cooperation agreements designed to enhance fisheries production in Africa's lakes, rivers and coastal waters, and protect against anarchical and/or illegal exploitation of marine life;

• Foster animal and fisheries production policies and strategies in the continent, and the marketing facilities for such production;

• Facilitating at regional and continental levels agreements on agro-pastoral improvements and movement of people and livestock across the continent including development of water points and pastures.

d. To implement, monitor, supervise and evaluate projects and programmes in Agriculture and Food Security;

e. To organize and service workshops, seminars and meetings;

f. To produce and submit periodic reports on activities and specific missions;

g. To perform any other duties that may be assigned.

3. Educational Qualifications and Work Experience Required:

Candidates must have at least a Masters Degree in Agriculture, Agricultural Economics, Fisheries, or a closely related discipline.

Candidates must have at least five (5) years of progressively relevant experience in Agricultural Policy & Strategy formulation.

4. Other Relevant Skills:

• Must be computer literate;
• Working knowledge of policy analysis and development and programme/project management, implementation and monitoring;

• Management experience, excellent interpersonal skills, ability to organize and motivate others, and to work in a multi-cultural environment;

• Excellent drafting and reporting skills;

5. Language requirement:

Proficiency in one of the African Union working languages (English, Arabic, French and Portuguese). Knowledge of one other working language would be an advantage.

6. Age requirement:

Candidates must preferable be between 25 and 35 years old

7. Tenure of Appointment:

The appointment will be made on a fixed term contract for a period of three (3) years, of which the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance.

10. Remuneration: Indicative basic salary of US$27,892.00 per annum plus
other related entitlements- e.g. Post adjustment (46% of basic salary), Housing allowance ($14, 414.40 per annum), education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc for internationally recruited staff of the commission.
