Position Summary

Creative seeks a Biometrics Expert to lead the field team in the development of standards, specifications, and conceptual design of the biometrics elements of the civil registry for Somaliland.

Consultancy performed in Hargeisa, Somaliland.

Reporting & Supervision

The position will report to the team leader in connection with the performance of duties.

Primary Responsibilities

• Develop the quality controls to assure the accuracy of the capture of biometrics data;

• Develop the on-going testing and evaluation procedures for the administration of an active biometrics database;
• Develop the specifications to integrate the biometrics data onto the national identity card;
• Draft and submit to Creative a final report including all developments.

Required Skills & Qualifications

• Graduate degree computer-related sciences;
• Minimum 5 years' experience with registration systems and using AFIS software.

Desired Skills & Qualifications

• Ability to work successfully in complex, post-conflict settings;
• Prior Experience working in East Africa;
• Successful previous experience with election management bodies and international donors.
