II. Organizational Context
The Regional Service Centre for Latin America and the Caribbean (LAC-RSC) was established in Panama to provide quality policy advisory, programme, knowledge management and operational support to Country Offices of the region as well as other development partners. During 2008 and 2009 the cluster/practice teams were installed, both in thematic areas (Poverty and MDGs, Democratic Governance, Conflict Prevention and Recovery, Energy and Environment) and cross-cutting areas (Gender, HIV-AIDS, Capacity Development and Knowledge Management), with a mixed distribution between NY, Panama and the Caribbean depending on comparative advantages and proximity to clients.
During 2009, the CPR cluster has received growing demands, exceeding their installed capacities. For the CPR cluster, services of systematization, knowledge sharing and particularly application of tools into programme activities have been steadily increasing, due to increasing demands by Country Offices and regional clusters. One of the most important demands has been formulated by UNDP-Panama, to manage and provide technical advice on citizen security. There is a wide array of demands for technical advice on citizen security as well as a permanently growing need to systematize knowledge and produce tools that facilitate the provision of technical advice while enabling cross-region knowledge sharing.
III. Duties and responsibilities
Under the guidance and direct supervision of the CPR Cluster Leader, the CS Specialist is responsible for the support to provide technical and methodological assistance to LAC UNDP Country Offices and LAC UNDP regional cluster teams and, through them, to governments and other national actors in the areas of citizen security. The Specialist will be responsible of the portfolio on Citizen Security in Panama, according to a request formulated by its Country Office.The Specialist will also provide assistance to other UNDP units, UN Agencies and external partners.
The CS specialist is also responsible for the supervision of support staff/consultants –as defined by the CPR Cluster Leader- and works in close collaboration with the rest of the Technical and

Programme Teams of the CPR Cluster, ensuring successful implementation of the technical assistance workplans and responding to demands of the LAC Country Offices.
IV. Functions / Key Results Expected
Summary of Key Results Exprected:
1. Provision of technical and methodological advice on Citizen Security:
Development of substantive analysis on Citizen Security policies Development of proposals for public policies on Citizen Security, with focus in Panama, based on a results approach Management and coordination of different activities and practices on Citizen Security in Panama Knowledge Management of practices and experiences on Citizen Security Development of Capacities in public institutions related with Citizen Security Evaluation reports of different projects on citizen security in LAC region Evaluation report of the Second Degree on Citizen Security in Panama
2. Provision of technical expertise on public policies in Panama on the following topics: Security Sector Reform Violence reduction Initiatives to increase the access to justice, specially of vulnerable population Long term planification, including law reforms and institutional modernization Management of a experts network on SSR, and access to justice

VI. Recruitment Qualifications
Education:
Degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.
Experience:
At least 7 years of relevant experience at the national or international level in providing technical advisory services, hands-on experience in design, monitoring and evaluation of development projects in UNDP related with citizen security.
Language Requirements:
Fluency in Spanish, Portuguese and English required, knowledge

of other languages widely used in the LAC region, an advantage.
