Salary: *Ordinarily Resident (OR) RWF 5,964,917 (FSN-7) *Not-Ordinary Resident (NOR): USD 39,994 (FP-7- Final step to be Determined by Washington)

The Embassy of the United States of America in Kigali is recruiting for the position of Residential Security Coordinator

BASIC FUNCTION OF POSITION

Assists with managing the Residential Security Program including the security of approximately 70 U.S. Mission residences in Kigali, Rwanda; conducts detailed security surveys of all U.S. Government (USG) residences; determines security requirements and informs landlords and/or the General Services Office (GSO) of those requirements; inspects completed residential security work/upgrades; establishes formats and maintains residential security records; monitors residential security funds; prepares purchase orders for purchasing of security equipment/hardware; performs alarm systems installation and maintenance; provides physical and technical security advice to OSAC constituents upon request of the RSO; assists in the investigations of burglaries of USG residences; and monitors latest trends in burglary and home invasion.

QUALIFICATIONS

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item

  1. Incumbent must complete both secondary school and one year minimum vocational training for electronics/electrician.
  2. Three years of progressively responsible work experience in the technical security, private security, or electrical fields, is required.
  3. Level II English (speak/read) and Level IV Kinyarwanda (speak/read), required.
  4. Able to attain a working knowledge of the Foreign Affairs Manual/Handbooks pertaining to security and Bureau of Diplomatic Security’s instructions and procedures, is required. Able to use Microsoft Office Suite (Access, Word, Excel, Outlook, and PowerPoint) computer application, is required.
  5. Ability to interact and communicate daily with an American customer base and contract security company, is required. Must demonstrate superior customer service skills. Ability to work independently or with little supervision, is required. Must possess a valid Rwandan driver’s license.

SELECTION PROCESS

When equally qualified, US Citizen Eligible Family Members (AEFMs) and U.S. Veterans will be given preference. Therefore, it is essential that in the application the candidate fully address the required qualifications above.

ADDITIONAL SELECTION CRITERIA

1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.

2. Current employees serving a probationary period are not eligible to apply.

3. Currently employed US Citizens EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

4. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the 90 calendar days of their employment, unless currently hired into a position with a When Actually Employed (WAE) work schedule.
