Chief of Party -- Tax Administration Reform

DAI seeks an experienced Chief of Party (COP) for an anticipated USAID-funded tax administration reform project in the Philippines. The program will provide technical assistance in tax administration, tax enforcement, and public financial management to improve the competitiveness of businesses in the Philippines through targeted interventions aimed at reducing the tax compliance burden for individuals and small and medium-sized enterprises. The project will assist the government of the Philippines in streamlining and implementing tax administration and enhancing the services provided to taxpayers. Technical assistance to the Ministry of Finance on tax policy matters to improve revenue policy formulation (e.g. strategic planning, revenue analysis, tax policy review, and simplification) and tax appeals procedures is also anticipated.

Core Responsibilities:

The COP will be responsible for overall project management, including field team mobilization and leadership; development and implementation of work plans, operational budgets and performance monitoring plans; coordination with the USAID mission, government officials, other donors and partner organizations, and ensuring achievement of project results and objectives. The COP will supervise key project staff and ensure compliance with DAI policies and USAID rules and regulations. The position will be based in Manila. Additional responsibilities include:

  • Integrate project activities to achieve targets;
  • Provide overall strategic guidance in engaging public sector institutions and implementing project activities;
  • Direct staff development, team building, and strategic planning;
  • Serve as principal point of contact on contractual and substantive matters with USAID and all partners;
  • Ensure that all contract deliverables are completed on schedule and ensure quality;
  • Have final authority on project financial and administrative decisions.


Qualifications


  • More than 15 years of experience working at the national/executive government level, extensive expertise in public sector strengthening, strategic planning, financial management, and/or human and institutional capacity building.
  • 10 years or more of relevant experience in an advisory capacity to foreign governments, for instance in tax administration, tax policy, public financial management, and other areas relevant to the project's scope of work.
  • Minimum of 5 years experience working in Southeast Asia region;
  • Chief of Party/Project Director experience in politically sensitive environment required;
  • USAID project experience required;
  • Masters degree or higher in Public Administration, Public Policy, Political Science, International Development, Economics, or related field required.
