CHINA/WESTERN PACIFIC PROGRAM OFFICER

Summary Description

The Program Officer within the International Grants Unit is responsible for managing a portfolio of grants in China and Western Pacific to non-governmental organizations (NGOs), civil society groups, and governmental agencies in Asia. This position requires constant communication with grantees, coordination of grantee activities with Campaign efforts- specifically coordination with assigned Country Teams-and other international partner organizations, and identification of technical assistance needs of grantees. The Program Officer is responsible for reviewing and analyzing grant applications; providing feedback to grantees; coordinating the grant negotiation process; negotiating grants on behalf of the Campaign for Tobacco Free Kids (Campaign); and monitoring grantee performance upon the awarding of the grant. This position reports to the Director, International Grants.

Primary Duties

  • Carefully review, critically analyze, monitor, document and evaluate progress of grant proposals, plans, budgets, and reports.
  • Monitor and assist grantees achieve their project goals through appropriate program design modifications.
  • Identify and organize appropriate technical assistance and training for grantees.
  • Provide ongoing grant monitoring for the Campaign and administrative/financial support to grantees to assure consistent progress, grant processing, and reporting.
  • Identify needs for midstream program adjustments to achieve desired results, and facilitate where necessary.
  • Provide accurate, timely grants summary and analysis reports, responses to inquiries, and grant histories according to reporting schedules and upon request.
  • Travel internationally (approximately 20%) to grantees in low and middle income countries.

Additional Responsibilities

  • Work closely with grantees, International Resource Center staff, Country Teams, and other partners to effectively implement policy measures to reduce tobacco use.
  • Assure compliance with Campaign regulations and requirements.
  • Develop and engage in outreach strategies to identify, foster and advance potential funding opportunities.
  • Perform other duties as directed by the Director, International Grants and Director, China Team.


Qualifications


Requirements

  • Bachelor’s degree. Master’s degree in public health, public policy, international development, or related degree with international focus strongly preferred.
  • Five (5) years related experience working in an international grant making organization or working on public interest advocacy and/or public health campaigns.
  • Proficiency in Mandarin language required.
  • International work experience required; experience in China or Western Pacific region strongly preferred.
  • Experience in public policy, advocacy, international development, public health or tobacco control preferred.
  • Excellent oral and written communication skills.
  • Knowledge of and proficiency with a variety of computer software applications including Microsoft Word, Excel, Access, PowerPoint, and Outlook.
  • Ability to work in a fast-paced, team-oriented environment while juggling and coordinating multiple projects and deadlines.
  • Demonstrated attention to detail.
  • Cultural sensitivity.
  • Eligibility to work on the United States and travel internationally.
