Deputy Head of Office, Myanmar

The Union is seeking qualified candidates for the position of Deputy Head of Office. S/he will be report to the Head of The Union’s Office in Myanmar and will be based in Yangon or Mandalay, Myanmar, with frequent in country travel to Nay Pyi Taw, Yangon/Mandalay and operating sites.

The start date is May 2012 for duration of 12 months (renewable). Working language is English.

Background: The Union’s Office in Myanmar is implementing a project called IHC (Integrated HIV Care). It is a sub-recipient of a US $17 million grant agreement over five years and will be collaborating with the government sector (Mandalay General Hospital, the Townships Healthcare Centers, Public Health Laboratory of Mandalay, NTP and NAP). The main goal of the project is to reduce HIV transmission and HIV related morbidity, mortality, disability and social and economic impact and to strengthen the enabling environment for TB/HIV collaboration activities, including an increased number of service points with integrated TB/HIV care. It is expected that 8,000 patients will be receiving ART by end 2012.

OVERALL ROLE

Working Title: Deputy Head of Office The Deputy Head of Office will have the overall responsibility for the day to day management, programming, implementation, fundraising of The Union’s Office in Myanmar’s programme. The position is reporting to the Regional Director, The Union Asia Pacific Ltd. Office, on administrative matters, and with functional/technical reporting to the Head of Office, The Union’s Office in Myanmar.

RESPONSIBILITIES 1) Daily Program Management, Implementation and Supervision - Supervision of recording and reporting of the activities with the M&E team; - Analyse clinical HIV data for operational research, situation analysis, recommendations for correction and publication of results, prepare newsletter and updates for The Union’s website; - Supervision of monthly reports from the various sites; - Supervise the procurement with the pharmacist in charge (stock, drug orders, forecasting …); - Write narrative activity reports for the donors.

2) Representation - To represent The Union’s Office in Myanmar at the MoH, DoH, NAP, NTP and WHO. - Prepare, present and attend meetings on behalf of the Head of Office, The Union’s Office in Myanmar.

3) Communication - External Communication: Deal with government stakeholders on behalf of the Head of Office, The Union’s Office in Myanmar. - Internal Communication with the Regional Office and HQ

4) Fundraising - Actively searches for funding and broadening the fundraising basis of The Union’s activities in Myanmar and under the supervision of the Head of The Union’s Office in Myanmar; - Draft concept notes and proposals in the appropriate donor formats;

Qualifications

Essential - Master in public health or epidemiology - Doctor in medicine - Experience in database management, data quality control, data analysis (HIV-infected patients cohorts in particular) - Advanced ability with MS Office applications, databases and statistical - Report writing - 5 years previous experience in program management - Working experience in Asia - Team management - Ability to live in Mandalay: no expatriate community, no international schools, hospitals, associations - Excellent diplomatic skills - Ability to work under pressure - Good Analytical skills - Good sense of priorities - Excellent organisational skills - Flexibility to work long hours as needed

Desirable - Publications record - 5 years experience in a HIV treatment and prevention program - Experience in drug stock management - Experience with GFATM funded programs - Experience in negotiations with local authorities in a complex political context - Experience in scientific papers writing (international peer reviewed) - 5 years previous work experience in a humanitarian or Not for Profit context - Working experience in Myanmar (and Myanmar visa) - Flexible attitude, to adjust to a different culture, medical context, political context
