Finance & Budget Specialist

The International Programs Division of the National Center for State Courts (NCSC) located in Arlington, VA has an opening for an experienced International Finance and Budget Specialist. This position is responsible for providing financial, analytical, and budget administration for international program and project proposals; applications from a variety of funding sources; and for departmental budget management and planning. Responsibilities also include working closely with Headquarters’ accounting department, project directors and field staff to ensure contractual compliance and organizational financial policies and procedures are being met.

Hiring salary range: up to $70,078 depending upon qualifications; plus a comprehensive benefit package.


Qualifications


Qualified applicants must possess a bachelor’s degree in accounting, business, international studies or related field and a minimum of 5 to 8 years of increasingly responsible experience in a budgeting or finance/accounting environment; or a combination of education andexperience that provides the requisite knowledge, skills and ability. Applicants must possess considerable knowledge of budgeting and financial management principles and practices with a working knowledge of GAAP; USAID and other similar government rules and regulations as they pertain to funding and monitoring projects and should have a working knowledge of accounting rules and regulations contained in FAR, ADS, and OMB Circulars. Applicants must be able to demonstrate proficiency as an advanced user of Excel and Access and a familiarity with government accounting and audit procedures. Experience with international implementers is preferred and applicants must demonstrate the ability to work well with teams. This position requires irregular hours and some travel.
