Head of Brussels Operations Environmental Law Service

ELS seeks a dynamic, entrepreneurial and talented person to lead its Brussels operations. This is a new full-time (40 hours per week), twelve-month position that is subject to renewal of grant funding.

ELS is a public interest law organisation that builds and promotes legal reforms to ensure corporate accountability, good state governance and sound energy policy. To this end, ELS develops analyses, briefings and reports, provides legal support to campaigns of leading civil society organisations, and organizes discussions with policy-makers. ELS is based in the Czech Republic and Poland, working on regional as well as European issues. At the EU level, the ELS works closely with the European Coalition for Corporate Justice focusing on business and human rights issues, and with range of other partners on EU's energy and climate change legislation.


The vision of ELS is that of a free society that enables everybody to aspire to personal happiness while being aware of their responsibility to the public, including the state of planet Earth. We defend human rights and the environment and support those who seek to protect their rights and the interests of society at large. ELS has represented pollution victims of ArcelorMittal steel plants, helped Polish municipalities to fight against relocation to give way to Europe's biggest coal mine, or tested the first ever trans-boundary environmental impact assessment based on climate change concerns, in the case between the Czech Republic and Micronesia concerning the biggest Czech coal-fired power plant Prunérov.


With its Brussels operations ELS aims to:

• Influence building of a legal framework for corporate accountability in the EU and in doing so provide legal support to the efforts of the European Coalition for Corporate Justice
• Build capacity and knowledge among NGOs about legal aspects and solutions to corporate inaccountability, including the issues of access to justice, corporate governance and directors' responsibility
• Help to eliminate flaws in European climate legislation and policy and mitigate the adverse influence of groups with a special interest in this area
• Advance the discussions of European policy-makers towards addressing governance gaps that threathen democratical character and sustainability of our society



The Head of ELS Brussels Operations is responsible for:

• building relationships with non-governmental organisations working on corporate accountability, climate change and transparency issues and with relevant policy-makers
• identifying and analysing policy opportunities and developing and implementing advocacy strategies
• carrying out legal analyses and writing reports and briefings
• fundraising and the development and management of a small staff

Qualifications:

Candidates must have a strong commitment to the mission of ELS.

Education & Knowledge:
• A degree in Law or in a closely related field is required;
• Knowledge of corporate accountability, human rights, environmental, and transparency issues is preferred.

Experience:
• Experience in a professional environment involving legal or political work
• Experience in writing professional texts
• Experience in budgeting and financial management

We offer:

We offer a position starting the 1st of June 2012 for a period of 1 year with the intention to prolong the contract. Later start is negotiable. We can offer a gross monthly salary between Euro 2.800 and 3.150 on the basis of a 5 d/w contract.
