The Council of Europe Development Bank (CEB) is a multilateral development bank with a social vocation. Established on 16 April 1956 in order to bring solutions to the problems of refugees, its scope of action has progressively widened to other sectors of action directly contributing to strengthening social cohesion in Europe. The CEB
represents a major instrument of the policy of solidarity in Europe, in order to help its 40 Member States achieve sustainable and equitable growth.

Armed conflict in the Western Balkan region during the 1990s displaced hundreds of thousands of people. Even today, despite the important efforts undertaken, sizeable numbers of people remain displaced in Bosnia and Herzegovina, Croatia, Montenegro and Serbia (the Countries). To bring to an end this situation, the Countries have set
up a regional initiative with the help of the European Commission and the United Nations High Commissioner for Refugees (UNHCR), as well
as of the OSCE, and the U.S. Government.

As part of this initiative, the Countries have committed to providing durable housing solutions for the most vulnerable refugees and internally displaced persons. According to preliminary estimates, this Regional Housing Programme (RHP) should cover close to 74,000 persons / 27,000 households and cost EUR 584 million over a 5-year period. It should be funded mainly by grants from the international community. The funds raised will be held in a Multi-donor Fund (RHP Fund) managed by the CEB, which may also provide long-term loans to the Countries. The RHP Fund will be supported by a RHP Secretariat, to be operated by CEB. CEB’s role will also include
assisting the Countries in implementing their country housing projects.

To this end the Bank is setting up a dedicated team of professionals at its headquarters in Paris. It is now recruiting the project team consisting of the following posts/positions:
