Municipal Manager , Greater Tzaneen Municipality

Applications are invited from suitably qualified persons to fill the following position:


Municipal Manager
(5-year fixed-term contract)


Requirements: • A minimum of an appropriate NQF level 7 or B degree in a related field (an NQF level 8 or higher qualification would be an advantage) • A minimum of 7 years’ Senior Management experience, of which 2 years must have been in a Local Government environment • Extensive and practical knowledge of Local Government legislation • The proven ability to communicate and negotiate at all spheres and levels of Government • The proven ability to provide strategic and innovative leadership • Sound financial skills • Pursuing or already have acquired the National Treasury Minimum Competency requirements.


Key performance areas: • Form and develop an economic, efficient and accountable administration • Implement and manage the Municipality’s performance management system • Coordinate and implement the Municipality’s IDP and PMS • Manage the Municipality’s administration in accordance with the Constitution, the Local Government Structures Act, the Municipal Systems Act, the Municipal Finance Management Act, the Public Finance Management Act and all other national and provincial legislation applicable to the Municipality • Manage the provision of services to the local community in a sustainable and equitable manner • Facilitate participation of the local community in the affairs of the Municipality • Develop and maintain a system to access community satisfaction with Municipal Services • Appoint, manage, effectively utilise and train staff, and maintain staff discipline • Promote sound labour relations and compliance by the Municipality with applicable labour legislation • Advise political structures and political office bearers of the Municipality, manage communications between them and administer and carry out their decisions • Administer and implement the Municipality’s by-laws and other legislation • Be responsible for all income and expenditure of the Municipality, all assets, the discharge of all liabilities of the Municipality and proper and diligent compliance with applicable Municipal Finance Management legislation • Implement strategic goals of the Municipality through cooperation and innovative teamwork.
