The Federation of Canadian Municipalities (FCM) is the voice of municipal government in Canada and the only national association representing local governments in Canada and internationally. FCM now has more than 1,800 members that represent 90% of Canada’s population. FCM International (FCMI) is the department of FCM that works to help local governments around the world develop their capacity to deliver basic services, promote economic growth and encourage the participation of their citizens. Working in partnership with the Canadian International Development Agency (CIDA) and other donors and partners, FCMI mobilizes Canadian municipal expertise to improve local governance and democratic practices, economic growth, and enhance the planning and delivery of essential services. Since 1987, FCMI has implemented a portfolio of projects and programs that had a lasting impact on the lives of millions of people in more than 50 countries around the world.
Major Purpose
Under the supervision of the FCMI Director, the Senior Manager for Program Development is responsible to strategically manage all FCMI program development initiatives. This includes exploring new programming opportunities in order to sustain FCMI programming portfolio, designing program development strategies & work plans, supervising the preparation of project proposals, coordinating negotiations on contracts and agreements, and leading the establishment of a FCM-wide corporate approach to program development including the creation and improvement of existing program development approaches, systems & tools.
The Senior Manager for Program Development is a member of the FCMI Senior Management Committee (SMC) and works in close collaboration with other FCMI SMC members and FCM senior managers for the development of new programs and projects.
Key Responsibilities
· Research and assess potential project and funding opportunities by keeping abreast of regional opportunities, calls for proposals, partnership opportunities, etc.
· In collaboration with other FCMI SMC members, facilitate the creation and strengthening of strategic relationships and networks with CIDA, development banks, regional banks, private sector organizations, other potential donors and FCMI business partners;
· In collaboration with other FCMI SMC members, manage the design and implementation of program development strategies and action plans, annual operational work plans, and program development budgets;
· Lead project development teams (comprised of experts, other senior FCM and FCMI staff, other resources) and manage the development and submission of concepts, preliminary and full proposals to CIDA and other donors, including the writing of certain proposals or sections of proposals;
· In collaboration with FCM finance and operation staff, coordinate negotiations with CIDA, other donors and partners of contracts, contribution agreements, and partnership agreements;
· With the Officer for Program Development and Recruitment, supervise the creation of a pool of consultants and experts as resources for program development, and oversee and contribute to the design and improvement of program development, approaches, systems and tools (task lists, sample terms of reference, template proposals, logic models, work breakdown structure (WBS) table, etc.);
· Lead the establishment of a FCM corporate approach to program development by chairing the FCM Task Group on Program Development and ensuring the sharing of knowledge, experience, and development of tools and processes across FCM.
· Contribute to other FCMI and FCM priorities by being an active member of the Senior Management Committee of FCMI.
Knowledge, Education and Experience
· A Masters’ degree or equivalent advanced education in a field relevant to international affairs, urban planning, or management and leadership;
· A minimum of 15 years proven experience in the international cooperation sector;
· Extensive knowledge and experience, and demonstrated track record with designing international projects with CIDA and other donors, including preparing & writing proposals, budgets and agreements;
· Knowledge and experience of Canadian municipal structures and functions;
· Established contacts with key stakeholders in CIDA and other international organizations;
· Strong strategic thinking and negotiation skills;
· Strong people management skills (leading, delegating, directing, coaching);
Language Requirements
· Excellent oral and written communication skills in both French & English are required.
