SIPRI is seeking a Director for its China and Global Security Programme

SIPRI is an independent international institute dedicated to research into conflict, armaments, arms control and disarmament. Established in 1966, SIPRI provides data, analysis and recommendations, based on open sources, to policymakers, researchers, media and the interested public. SIPRI consistently ranks as one of the world’s top ten think tanks in international security and foreign affairs.

The SIPRI China and Global Security Programme was established in 2009 to advance contemporary China studies with a particular emphasis on China’s role and impact in global, non-traditional and transnational security. The programme has benefitted from SIPRI’s longstanding relationships in China and its fulltime presence in Beijing to become a leading centre of excellence on China’s global security role. Leadership role
SIPRI seeks a highly regarded, dynamic and experienced individual to lead its China and Global Security Programme.
With significant funding for the Programme already in place, the successful candidate will lead and manage a team of 5 to 6 persons (in Stockholm and Beijing) to conceive, design and implement innovative research and capacity-building projects relating to China and its growing role in global security affairs.

The Programme Director will apply her/his academic and/or policy-related experience, strong analytical capabilities, and demonstrated leadership skills on these issues to lead and motivate Programme staff and deliver outstanding projects and research, while also working synergistically with other SIPRI programmes. The Programme Director will have an integral role as part of the SIPRI senior leadership team.

Most importantly, the Programme Director will have the exceptional opportunity to build on the established strengths, networks and global reputation of SIPRI and its work on China to further build one of the world’s strongest programmes on China and global security. The position will be based in Stockholm but will involve frequent travel to China and elsewhere in East Asia.

Requirements
The successful candidate will have:

  • A minimum of five years of experience at a senior level in academic research and/or policy-related work in this field, including a strong record of high quality (peer-reviewed) publications
  • A deep understanding of, and experience in, the analysis of contemporary China-related security issues, especially with regard to global, non-traditional and transnational security challenges, regional conflict, arms control, non-proliferation, and China’s relations with other major players in the international system
  • Demonstrated success as a programme leader and team manager, including the ability to set and realize a strategic agenda for programme development, supervise and mentor staff, generate external funding, cooperate with other programmes, conduct media outreach and brief relevant policy communities
  • Strong relationship-building skills and well-developed networks with relevant government and non-government institutions working in this field, especially in China
  • Effective communication and interpersonal skills
  • The ability to speak and write fluently in English and to produce materials for the SIPRI Yearbook and other publications; a very high- or native-level fluency in reading, writing and speaking Mandarin Chinese (working fluency in other languages important for the study of China would be helpful, but are not necessary)
  • A higher degree in international relations, political science or a related discipline (a PhD and emphasis on China/East Asia studies are highly desirable)

Contract period

Start date: Beginning preferably October 2012 or as soon as possible thereafter. Length of contract is 2 years, which is renewable.

SIPRI will be able to assist with some of the relocation costs of the successful candidate, if based outside Sweden.
