Background Information - UNOPS

This position is based in the Water Supply and Sanitation Collaborative Council (WSSCC), a partner agency of UNOPS. WSSCC‘s mission is to ensure sustainable sanitation, better hygiene and and safe drinking water for all people, especially the poorest and most marginalized members of society. In order to achieve its mission, WSSCC manages the Global Sanitation Fund, facilitates sector coordination at national, regional and global levels, supports professional development, and advocates on behalf of the 2.5 billion people without a clean, safe toilet to use. Local and international partners call upon the UNOPS Switzerland office for expertise in fund management, project management, procurement of goods and services, and human resources administration to ensure successful delivery of their projects. Focus areas include health, water, and sanitation.

Functional Responsibilities

The purpose of this post is to support WSSCC’s corporate- and programmatic communications activities, and to contribute to communications for development (C4D) work, including behaviour change communications, within the organization. The incumbent is a professional specialist based in the Advocacy and Communications department working closely with the other WSSCC staff as needed.

For corporate- and programme-related communications, the incumbent supports Secretariat-level communications workplan implementation. For C4D, the incumbent helps to to develop and implement activities which enable people, particularly the most disadvantaged in society, to participate – through changed behaviours – in shaping sanitation, hygiene and health decisions, and actions that affect and improve their lives.

The general direction on the tasks and area of responsibility is provided by the immediate supervisor, the Programme Manager for Advocacy and Communications. The incumbent exercises initiative to translate this guidance into the specific activities required to perform assigned duties. Detailed workplans are generated by the incumbent, based on his/her judgment of priorities, in consultation with the supervisor and in collaboration with other colleagues within WSSCC.

The incumbent's work is reviewed in discussion with the supervisor and appropriate in-house staff, in briefings and de-briefings around duty travel, by occasional progress reviews based on planned activities, by reports of activities and by assessment of progress and impact based on reports. Results are reviewed to determine attainment of objectives. The incumbent is authorized to take operational and administrative decisions in the day-to-day execution of communications work in relation to assigned duties. Recommendations on communications programme strategies, priorities, objectives, products and targets are expected of the incumbent.

The incumbent has contact with internal and external colleagues, including members, partner organizations, and the media. This contact facilitates the development of communications messages, strategies and products; ensures coherent plans/policies/input; allows the incumbent to obtain information and/or provide advice; and strengthens cooperation and coordination of joint strategies and activities.


1. Support to Communications for Development (C4D) activities:
a. Manage the development of national and regional media networks and partnerships to enhance the flow and quality of information on sanitation and hygiene, emphasizing the voices of the people and influencing policy.
b. Promote communications partnerships to support sanitation and hygiene behaviour change programmes at national and regional levels.
c. Work in partnership with WSSCC’s Advocacy and Communications colleagues in the planning and implementation of global, regional and national campaigns and events, and in support of WSSCC’s target countries and Global Sanitation Fund stakeholders.
d. In collaboration with the thematic lead on behaviour change, support Global Sanitation Fund country stakeholders in behaviour change communications planning and implementation.
e. Engage with WSSCC’s activities and thematic work related to behaviour change at scale programme objectives, including support to the Global Community of Practice on Sanitation and Hygiene and WSSCC membership as needed.
f. Develop, manage or report on related activity budgets.Travel as appropriate in support of communications objectives.


2. Coordination of communications by WSSCC Secretariat:
a. Participate in the development and implementation of the WSSCC communications strategy and workplan.
a. Communicate externally and internally across all WSSCC programmes as part of the communications strategy.
b. Liaise with WSSCC members, partners, national coordinators, Global Sanitation Fund and other stakeholders.
c. Respond to general external communications-related inquiries.


3. Development of communications products:
a. Contribute content regularly to the website and other communications products.
b. Provide editorial and production support for the development of print and online communications, advocacy and knowledge products, including newsletters, brochures, reports and exhibition materials.
c. Translate or proofread all French-language products.


4. Media relations and outreach
a. Develop media materials, plan and implement media events, trainings and initiatives;
b. Serve as French-language spokesperson.
c. Build relationships with journalists and media outlets globally and in target countries.
d. Organize and facilitate events (launches, meetings, sessions, workshops etc.).
e. Support marketing and other outreach about WSSCC products to selected stakeholders at internal, national and international levels.


Impact of Results:

This post contributes directly to WSSCC Medium Term Strategic Plan 2012-2016 (MTSP) outcomes 1 (Access and Use), 3 (Involvement), 4 (Knowledge and Skills), 5 (Delivery), and indirectly to Outcome 2 (Equity). Specifically:

Output 1(f): WSSCC’s ideas inspire other organizations to deliver sanitation and hygiene programmes at scale.

Output 3(c): More people and organizations outside the conventional sanitation sector become involved in sanitation and hygiene work.

Output 4(b): A Community of Practice on sanitation and hygiene, integrated with WSSCC’s membership, and drawing on knowledge and experience generated by members and the GSF, contributes to learning on priority questions and disseminates innovative and successful ideas.

Output 5(c): Strengthened membership and partnerships support achievement of WSSCC’s objectives.

Output 5(d): WSSCC’s GSF is demonstrated to be a successful, efficient and cost-effective fund for accelerating sanitation and hygiene access and use.

Output 5(e): WSSCC’s corporate communications work supports programmatic work, the communication of achievements, governance and fundraising.

Education

Advanced university degree (Masters Degree or equivalent) in journalism, communications, development studies, international relations, or the social/behavioural sciences (sociology, anthropology, psychology, health education) is essential.

A combination of a Bachelors Degree plus training, professional qualifications and extensive experience may be accepted as being equivalent.
Experience

Five (or, for a Bachelor’s degree, seven) years’ experience in developing and implementing advocacy and communications work is essential;

Experience in advising professional colleagues on advocacy, corporate communications, and communications for development issues, and in developing related products and tools is desirable;
Experience in strategic communication planning for behaviour development, social mobilisation, participatory communication and research is desirable.
Languages

Fluent written and spoken French and English are essential
