ASSIGNMENT OBJECTIVE
The objectives of this assignment are to assist the Ministry of Agriculture (MINAG) to assess capacity and opportunities for integrating measures to build climate resilience into agriculture sector planning and investment and to identify possible policy and institutional reforms for the second (DPO 2) and third (DPO 3) cycles of the development policy lending support.

ACTIVITIES
The consultant will be required to work closely with the Ministry of Agriculture and in particular the National Directorate of Agricultural Extension and the National Directorate of Agrarian Services (DNSA) throughout the assignment and with the team responsible for preparation of the National Climate Change Strategy. The Directorate is responsible for extension service delivery consistent with the strategic objectives and results outlined in the PEDSA. Specific activities of this assignment are to:
(i) Identify sector policy and institutional reforms: Review the Strategic Plan for Agricultural Development (2011-2019) and other key GoM policy documents for the agricultural sector and summarize the current status of climate resilient planning at sector level. This review should also take particular note of the extent to which gender aspects are addressed in climate-resilient planning and budgeting. On the basis of the above review, the consultant should identify appropriate entry points for strengthening the climate resilience of the sector, including promoting the climate smart actions proposed in the PEDSA. The consultant should also use the review to identify possible institutional and policy reforms for inclusion in DPO 2 and DPO 3 (see above).
(ii) Prepare a brief assessment and overview of previous climate-related impacts on the agricultural sector and their underlying causes (for example, lack of physical infrastructure and lack of access to insurance schemes).
(iii) Support for the National Climate Change Strategy process. In parallel to (i) above, the consultant will provide support to MINAG, MICOA and MPD to ensure that key climate action priorities for the agriculture sector (identified above) are presented for discussion by the inter-sectoral working group on climate change and identify key areas that need to be included in the National Climate Change Strategy and key institutional responsibilities for their delivery. These might include measures aimed at promoting the development of weather-index insurance mechanisms, of climate resilient agricultural practices and improved extension service delivery.
(iv) Capacity: Based on discussions at central level and rapid assessment visits to 2 provinces and 4 districts, assess the capacity of MINAG at central, provincial and district level to respond to climate change issues in service delivery and in particular the capacity of extension planning and services to deliver support for PEDSAs strategic priorities and results relevant to climate change. Prepare specific recommendations and proposals to address capacity-building needs.
(v) Expenditure Review: Undertake a rapid review of the draft Comprehensive Africa Agriculture Development Program (CAADP) medium term investment plan (under preparation) for the first five year period of the PEDSA together with other relevant budget documents (including the PES and agriculture mid term expenditure framework. On the basis of this review, assess whether it is possible to estimate current and planned expenditure on climate change resilience and adaptation-related inputs (a follow-up analysis will then prepare baseline figures for recent and current budget allocation for climate-resilient agricultural development).
(vi) Stakeholder consultation: Working in close cooperation with MINAG and the PPCR climate change coordinators, circulate the draft review and assessment report from written comments and facilitate a consultation workshop on the draft findings of the review. Incorporate feedback from written review comments and the workshop into a revised version of the report.

ELIGIBILITY
The consultant must demonstrate:
*A minimum of a Masters degree or similar.
*Proven experience of strategic planning and analysis in the agriculture sector and with working experience of addressing climate changes issues.
*At least 8 years of experience in similar assignments on agriculture and with practical experience of conservation agriculture.
*Fluency in Portuguese and English.
*Knowledge of the Mozambique country context is desirable but not essential.
