Call for EXPRESSIONS OF INTEREST: Consultancy services to conduct the case study component of an evaluation of the , 2002-12

Background
The evaluation department (OPEV) of the African Development Bank (the Bank) is conducting an evaluation of the Bank’s institutional strengthening efforts in the governance area. The focus is on institutional strengthening projects (ISPs). Governance refers to the Bank defined area of economic and financial governance . The evaluation covers the period 2002-2012. The evaluation report will be published in 2013. The purpose of the overall evaluation is to support the Bank to achieve its objectives in the governance area by helping it to improve how it works to strengthen governance related institutions, both at country and regional levels.

OPEV is seeking consultant(s) to conduct components of this evaluation, including case studies. This request for expression of interest (EOI) is to recruit consultancy services to conduct these case studies. OPEV is seeking one organization or a coalition of individuals to conduct the cases studies, in order to ensure consistency across the cases.
It is anticipated that the case studies will take place in at least four locations. The cases will be identified over the coming months but are expected to include one fragile state, one low income country and one middle income country, in addition to one regional organization. The locations will be drawn from different regions and linguistic groupings in the continent. Within each location it is anticipated that 2 project cases will be identified.

Purpose of the case studies
The case studies will play a central role in the evaluation as a whole, which is focused on understand what works and does not work. The case studies will contribute to answering many of the evaluation questions – which are fundamentally about (i) what the Bank is doing; (ii) how it is doing it; (iii) what it is achieving; and (iv) what factors support or hinder success. In particular, the case studies should help to address the fourth dimension - identifying lessons and factors that help or hinder success. Secondarily, they will provide evidence that can be triangulated with evidence from other components of the evaluation regarding the other three dimensions.

Tasks and outputs
Planning for this component of the evaluation is provisional. It is anticipated that the consultants - working closely with the OPEV team - will conduct the case studies in four main phases, as set out below.

• Understand objectives of case, plot theory of change.
• Collate information on results.
• Understand context in which the project operates, wider Bank objectives in terms of political economy, governance challenges, and other DP activity.
• Identify interlocutors and programme for country visits.
Field phase
• Establish results of individual projects in practice
• Identify factors which enabled or hindered success
• Test and adjust the theory of change.
• Provide case histories of how ISPs work in practice
• Involve RMC/regional partners directly to obtain their perspectives.
• Validate evidence from other sources through concrete examples.
Reporting and synthesis
• Produce clear short reports on each case study and a synthesis report.

It is anticipated that the assignment will run between the period of September 2012 and March 2013, with field visits taking place in December 2012- January 2013.

Application process
Detailed Terms of Reference and other relevant information will be available after shortlisting candidates based on the EOIs received. The EOIs would be reviewed on the basis of the following:

• Demonstrated capacity to conduct methodologically robust case studies including all four phases (methodological planning, desk research fieldwork and synthesis)
• Knowledge of areas relating to institutional development, capacity development and governance, particularly in the African context;
• Ability to coordinate all case studies while also working with local partners;
• Experience in similar tasks.
• Ability to work in both English and French.
