Technical Officer - Child Protection in Development

We are currently seeking to recruit a Technical Officer - Child Protection in Development.

About the Role

Plan International is one of the largest global NGOs working on children’s rights in 50 developing countries. We are now strengthening the Global Technical Team in our International Headquarters, as a core component of achieving our One Plan, One Goal strategy.

Plan defines Child Protection in Development as the programmatic measures and actions taken to prevent and respond to abuse, neglect, exploitation and violence against children. Plan believes that child protection is central to achieving our vision of a world in which all children realize their full potential in societies that respect people’s rights and dignity. Plan’s strategy to 2015 calls on us to use our experience and expertise as an authoritative voice to influence others to act, particularly in the areas of education and protection.

This post supports Plan’s strategy and mission by developing the skills, tools and capacities of Plan offices and staff to support child protection programming as well the integration within other impact areas of work and by supporting the monitoring of Plan’s progress on child protection. This post is critical to the achievement of the organizations strategy and will contribute to the development of the thematic strategy for child protection programming.

Dimensions of Role:

  • Works globally, mainly with technical specialists in Regional Offices, Country Offices and National Organisations.
  • Facilitates technical networks within Plan, so they are highly effective reference groups and communities of practice.
  • Supports the development, implementation and monitoring of technical strategies, where led by the Global Advisor on Child Protection in Development.
  • Supports Child Protection programmes in Plan’s global work, for instance through mapping and analysing programmes, developing quality standards and supporting training.
  • Remains engaged in external, international technical networks.
  • No budget or line management responsibilities.

Main Responsibilities

Active network of existing Child Protection Programming technical advisers in country offices, regional offices and National Organisations is highly effective and valued.

  • Support the development of relevant technical networks, identifying relevant colleagues and responding to their demands for support.
  • Technical point of contact for enquires from and to the field, including external contacts.
  • Map existing programmatic work in their technical area. Keep programme data up to date.
  • Facilitate the process of learning lessons and sharing experience across the network, including through informal communications and formal training events.
  • Facilitate the process of developing good practices and potentially shared standards across the network.
  • Identify opportunities for Plan to contribute to key policy research gaps and assist staff to make high quality contributions.
  • Where technical strategies are in place, monitor progress compared to strategic goals and outcomes.
  • Co-ordinate with other colleagues to ensure that requests to field staff are kept at a manageable level.
  • Responsible for maintaining contact lists for network members, as well as providing regular, high quality, engaging communications across the network (e.g. newsletter/blog).
  • Provide regular reports of network activities.

Global Advisor (or equivalent) is effectively supported in providing leadership across the organisation and delivering the technical strategy.

  • Prepare briefing notes and papers for senior decision makers inside Plan (e.g. the Programme Operations Leadership Team, the Board) and for external use (e.g. contributing to sector workshops).
  • Draft internal communications materials and technical documents. Assist in the analysis of technical issues and identification of practical ways of tackling them.
  • Promote, monitor and report on technical strategy.
  • Support international training courses and technical workshops, contributing to both technical content and logistics.
  • Develop SharePoint sites and groups as a platform for sharing and managing material.
  • Comment on internal documents, to ensure that the technical area’s experience is properly represented.
  • Engage with other Plan processes.

Plan is actively contributing to and learning from wider developments in the technical area.

  • Represent Plan in external workshops and networks.
  • Identify key regional networks at an international and regional level.
  • Collate good practices and new research emerging from across the sector. Share them across the network.
  • Identify how good practices can be used by networks to benefit Plan’s programming globally.
  • Develop and maintain an active external network of contacts.

Communications and Working Relationships:

  • The position will be managed by the Global Advisor, Child Protection in Development.
  • The position will need to co-ordinate work with the Programme Effectiveness Team and other members of the Global Technical Team.
  • Frequent collaboration with technical advisers across all of Plan’s offices in their technical area (including in Regional and Country Offices).
  • Ocassional engagement with Country Management Teams.
  • Relevant technical staff based in National Organisations.
  • External networks, practitioners and thought leaders, located anywhere around the world.

About You

Knowledge:

  • Strong, practical knowledge of child protection programming, including community-based child protection mechanisms and systems.
  • Understanding of rights based approaches to international development for children.
  • Understanding of facilitating networks in a complex global organisation.
  • Understanding of the practicalities of NGO programme work.

Skills:

  • Able to develop and communicate programme concepts and apply them to practical solutions for field colleagues.
  • Strong network facilitation skills, in a cross-cultural environment.
  • Excellent communication skills, on paper and in person.
  • Able to analyse complex issues and identify strategic and operational opportunities.
  • Undertake research and provide technical guidance in a large, global organisation.
  • Able to summarise technical issues in simple, accessible language.
  • Coaching and training skills will be an advantage.
  • Fluent English. Knowledge of French and/or Spanish will be an advantage.

Location and travel: This post will be based in Ontario, Woking will also be considered.

Salary: Circa £38,671 per annum
