Senior Microfinance Consultant-Southeast Asia Developing World Markets

Developing World Markets specializes in asset management for microfinance and other socially positive businesses in developing countries. We manage approximately $780 million of assets and have invested debt or equity in over 130 microfinance institutions (MFIs) across more than 40 countries worldwide.

Developing World Markets (DWM) requires a Senior Consultant with strong operational experience in microfinance and project management to conduct a feasibility study and business planning for the establishment of a microfinance institution in an emerging market in the Mekong Region. The successful candidate will be hired for approximately 60 man-days for the first phase of the project, with the possibility of extension and/or transition into a full-time opportunity to manage the new microfinance operations (Phase 2). The project will commence in August 2012 and will require extensive travel and field work in the Mekong Region.

Responsibilities
Phase 1
•Conduct detailed analysis of the local microfinance industry, including client demand and repayment culture, current players serving the demand for microfinance, stakeholders involved in micro entrepreneurship (e.g. ONGs, DFIs, Government), existing regulatory framework, available funding sources, macroeconomic and political environment, and barriers to entry
•Conduct feasibility study and develop a business plan for launching operations including recommended legal form, lending methodology, product rollout, branch expansion plan, staffing and training, sources of funding and five-year financial projections
•Determine licensing requirements and procedure
•Evaluate and recommend location for the company’s head office and pilot branches

Phase 2
•Liaise with the central bank, internal revenue authority, customs authority, legal counsel, and other third parties as necessary to assist with the licensing application process until its issuance
•Recruit and train key staff
•Secure office and pilot branch(es) locations
•Oversee all aspects of the start up of operations

Qualifications
•Senior management experience supervising the operations of a licensed financial institution in one or more developing countries with extensive experience in operations, credit policies and risk management
•Knowledge of retail microfinance products and agricultural lending with particular emphasis on the South East Asia or similar market environment
•Experience in greenfielding microfinance institutions
•Excellent project management and organizational skills
•Extensive experience in business plans and product development
•Strategic thinker with solid business judgment and analytical problem solving abilities
•Hands-on individual, confidence and ability to work independently with a sense of ownership of assigned projects
•Strong attention to detail and work ethic
•Established written and verbal communication skills and proficiency in English
•University Degree or an advanced degree in economics, banking or business administration
•Demonstrated social commitment
