Work With Ministry And Develop-Overal National Ict Policy And Legislation Program, Scoping Report On E-Government For Discussion With Donors, Broadcast Law And Policy Specific For Reform Of Electronic Media And Policy & Capacity

The International Development Association (IDA) and the Pacific Region Infrastructure Facility have provided grants to the Government of Solomon Islands for the purposes of the Solomon Island Telecommunications and ICT Development Project. The Project includes the engagement of specialized consulting services.
The Telecommunications Commission of Solomon Islands (TCSI) is the Project Implementing Entity, and it requires the services of an expert consultant to support the Ministry of Communications, Aviation and Information Technology in the development of a comprehensive information and communications technology policy for Solomon Islands.
The Consultant/s is required to work primarily with Ministry and sector stakeholders to develop:
*An overall National ICT Policy and legislation program.
*A Project Scoping Report on E-government for discussion with donor agencies.
*A Broadcasting law and Policy with specific proposals for the reform of electronic media law and policy, and
*Capacity for the ICT Project Unit within the Ministry.
A consultant will be selected in accordance with the procedures set out in the World Bank's "Guidelines: Selection and Employment of Consultants by World Bank Borrowers" publish by the Bank in May 2004 and revised in October 2006.
Consultants must have no conflict of interest, including any affiliation with any entity that holds or that applies for a license for the provision of telecommunications services in the Solomon Islands.
