Associate Director of Finance in Washington, DC

Position Description
Provides leadership in comprehensive management of business support and compliance functions in organizations funded via government, contracts and grants, foundation, and commercial sources. Provides leadership and technical guidance for compliance with applicable accounting standards, internal policies and procedures, and government regulations. Develops financial risk management and control strategies. Reviews and approves recommendations for financial planning and control, providing relevant fiscal information to executive management team. Develops and manages financial analysis models. Develops and implements effective and efficient business processes and procedures. Manages department response to internal financial audits. Manages the activities of the finance and operations staff. Selects, develops and evaluates personnel to ensure the efficient operation of the function.
The Associate Director of Finance will:
  • Provides strategic direction to the department’s finance and operations teams, including working with multiple country finance departments.
  • Manages the department’s HQ finance and operations team. Assigns and audits the work of the finance department, while providing guidance to staff.
  • Monitors and updates the departmental budgets and provides leadership in financial reporting for annual budget planning, audit reviews, assessments processes, and accurate financial reporting to funders, department staff and management, including proposals, annual revenue, and G & A-funded budgets.
  • Prepares financial guidance to staff and field offices through memos, updates to policies, and procedure manuals. Keeps abreast with the latest trends in financial accounting and mentors staff.
  • Engages in the more critical and confidential aspects of financial analysis.
  • Provides final decision making with Department Director on projects and problems that may cross functional boundaries.
  • Manages the operational and strategic functions for the finance department to ensure compliance and efficiency, including ensuring tracking of contractual deliverables completed.
  • Provides recommendations and consults with corporate management on financial performance and enterprise risk management.
  • Develops and implements process improvement plans for department to ensure financial controls and operational procedures. Ensures the effective and efficient management of finance and operations systems.
  • Oversees department procurement systems in coordination with FHI/D360’s Enterprise Services Departments, such as Contracts Management Services and Purchasing.
  • Oversees department project start-up and closeout finance and operations activities.
  • Performs analysis of staff level-of-effort (LOE) coverage and available funding to determine projected coverage shortfalls or un-programmed excess funds. Works closely with Department Director to address and actual or anticipated concerns.
Minimal Requirements
  • Minimum is BS/BA degree or its international equivalent in Business, Finance, Accounting or related field. Master’s degree or its international equivalent in Business, Finance, Accounting or related field preferred.
  • Past experience managing and leading a finance department is required. 8+ years of finance management experience.
  • Must be able to read, write and speak fluent English.
  • Broad conceptual judgment, initiative and ability to deal with a wide range of finance issues.
  • Comprehensive knowledge of concepts, practices, and procedures with accounting, financial controls and financial information systems.
  • Excellent oral and written communication skills.
  • Excellent and demonstrated organizational and presentation skills.
  • Excellent and demonstrated project management skills.
  • Must have excellent organizational, supervisory, leadership and managerial skills.
  • Ability to provide strategic leadership and advice to team, exchange information and collaborate with colleagues and peers within and outside the organization.
  • Possesses a full understanding of the organizational structure, policies and practices, and the impact on own area and the entire organization.
  • Ability to influence, motivates, and negotiates and work will with others.
  • Is well-versed in state and federal laws and regulations that have impact on financial analysis and management controls.
  • Has significant experience with Sarbanes-Oxley (SOX) and experience with automated financial reporting, government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) systems.
  • Full knowledge and past experience with Generally Accepted Accounting Principles (GAAP) practices and reporting guidelines.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Prior work in a non-governmental organization (NGO).
  • Experience working with an international organization.
