Canadian Red Cross Disaster Risk Reduction Delegate

The main objective of the CRCS Disaster Risk Reduction in Haiti is to strengthen the capacity of the Haitian Red Cross (HRCS) to be prepared to respond as rapidly as possible to the emergency needs of vulnerable populations affected by complex humanitarian situations and/ or recurrent natural disasters and to gradually increase their resilience.

To this end, the DRR Delegate will provide technical input to the CRCS DRR program in Haiti with the aim to strengthen the capacity of the HRCS for Disaster Management (DM) and Risk Reduction, particularly at community level. In this regard, s/he will be expected to provide appropriate DRR technical support to the HRCS including, but not limited to, community based approach for Disaster Management with gender focus, capacity building of HRCS volunteers and personnel at regional and local branches, and through the regular evaluation and review of DRR strategic plans to effective integration of CRC programs in the communities.

Reporting to the DM/DRR Program Coordinator, the DRR Delegate will be based at the CRCS Field Office of Jacmel, South East.

Key Responsibilities and priorities

• Support the implementation of the DRR program Haiti as per the CRCS Haiti Strategy including PMF, reporting and update review of work plans and budget. • Build capacity of national staff and volunteers of the HRCS at Branch level on Community based Disaster Risk Reduction (CBDRR) with particular focus on gender equity. Ensure methods are aligned with other CBDRR activities undertaken by the HRCS, International Federation of the Red Cross Red Crescent (IFRC) and other Partner National Societies (PNS). • Provide technical DRR guidance to CRCS field delegates and national staff to ensure disaster risk reduction issues are incorporated and taken into account in the implementation of other sector programs. • Support effective Disaster Management by the HRCS structures including contingency planning, SOPs actualisation and simulation exercises, in coordination with the HRCS, the Federation and other PNS.
• When required, represent the Canadian Red Cross in DRR related meetings and discussions with other PNS and IFRC, as well as other international and national organisations. • Ensure that DRR lessons learnt, case studies and success stories are fully documented and used to improve future DRR planning, programming and implementation. • Undertake duties, other than those specified below, that may be assigned from time to time which are commensurate to the position.

Qualifications

• Degree in international or humanitarian studies, or a related field, or an equivalent combination of education and experience. A degree in Disaster Management will be considered an asset. • Mandatory fluency in spoken and written French required. • 2-3 years of international experience in Community Based Disaster Risk Reduction or Disaster Preparedness/ Response Programming preferred. • Demonstrated experience in training, mentoring, and coaching counterparts, with emphasis on workshop training. • Minimum of 3 years experience in analysing, planning, and managing small scale infrastructure projects and development programs at community level. • Demonstrated experience in project coordination and integration.
• Demonstrated experience in networking and developing relationships with various partners and stakeholders. • Demonstrated ability to work in high stress environments with minimal supervision • Previous Red Cross/Red Crescent experience is an asset • Previous experience, good understanding, and application experience in participatory planning (community) tools and approaches such as VCA and PRA. • Strong initiative, diplomacy, flexibility, and sound decision making skills; • Demonstrated experience in working effectively within a multicultural team. • Demonstrated strong commitment to the Principles of the Red Cross Red Crescent Movement.
