Consultancy Services - To Develop a Web-Based Database for Input, Storage, and Data Quality Checking and Report Generation UNICEF Ethiopia

REQUEST FOR PROPOSAL –Consultancy Services- (International Firm/Organisation)

1. Topic: Consultancy Services For –Firm/Organisation To Develop A Web-Based Database For The Input, Storage, And Data Quality Checking And Report Generation Of Comprehensive Nutrition Information - (six months): RFP-ETH-2012-9102898.
2. Background.
Ethiopia is generating a vast amount of nutrition information. Routine growth monitoring data is generated by the Community Based Nutrition program monthly in over 200 woredas, expanding to over 360 by the end of 2012. The Therapeutic Feeding Program captures the number of SAM admissions monthly in over 10,000 sites across 500 woredas. The Community Health Days and EOS campaigns screen children nationally and on a quarterly and bi-annually basis, respectively. In addition, there are ad-hoc emergency nutrition surveys along with bi-annual nutrition surveys carried out by both NGOs and government, of which there are now over 800 data points across a ten year period.
3: Objective:
Todevelop a web-based relational database that accommodates data entry, data quality checking, automatic report generation and data query capabilities for each of the sources of nutrition information: TFP, CBN, CHD/EOS, nutrition survey and contextual data as needed.

Upload the new Dbase with all existing data that has been generated for the nutrition programme for specified time periods. Develop training materials (manuals and powerpoints) for users and for administrators. Carry out a training of trainers for federal level staff and provide support for regional level trainings.
Methodology: A reference group will be established composed of FMOH, ENCU and UNICEF who are conversant with the program data, reports and existing databases. The firm will need to meet regularly with the reference group to define major data elements, data quality checks and report formats.
4. TEAM composition and Experience Required:
-Vendor should be able to validate experience of developing at least three projects using Web-based tools and Microsoft SQL server technologies in the last three years.
-Vender should be able to provide user support and system upgrade, maintenance and hosting locally in Ethiopia
-Include at least three customers using similar software development tools and of a similar complexity as the one being proposed.
