DAI Europe Team Leader - Strengthening the Lesotho Justice Sector

Objective of the programme:

The programme seeks to enhance a professional, accessible and impartial Lesotho justice sector, which will ensure fair, timely and efficient delivery of justice and effectively combat corruption. Day-to-day implementation of the programme will be managed by a Technical Cooperation Unit within the Office of the Chief Justice during the period December 2012 to March 2015.

The team leader will facilitate the smooth and timely implementation of the programme. He/she will be based in Maseru, Lesotho, for the whole programme implementation period and will also be responsible for all reporting.

Qualifications and skills:

  • Advanced university degree in law, political science or related field;
  • Proven team leadership, team coordination and client liaison abilities;
  • Fluent in spoken and written English;
  • Proficiency in Sotho would be an asset;
  • Proven computer proficiencies;
  • Excellent analytical competence and interview skills;
  • Active listening skills and strong report writing skills.
  • Proficiency in full project cycle management including excellent planning, forecasting, monitoring and reporting skills

General professional experience:

  • Previous experience of working as Team Leader on EC funded projects and managing a multi-disciplinary team;
  • Minimum of 10 years’ experience working at a high level in Institutional development and /or Change Management, ideally within the justice sector;
  • Experience of working with ministries of justice, law enforcement agencies and courts;

Specific professional experience:

  • Knowledge and experience of Justice and Rule of Law sector reform strategies in developing countries is essential;
  • Proven experience in the area of legal aid reform and legal aid policy advice/analysis in a developing country context is essential;
  • Sound understanding of common law justice systems in the African context will be an advantage;
  • Recent Experience in working in institutional development within Lesotho or the region.
  • Experience in working in a legal department of a public or semi-public institution or working as a judge and/or a court lawyer and/or a ministry of justice staff member would be considered as a comparative advantage.
