TERMS OF REFERENCE FOR THE END PROJECT EVALUATION
Background
Rwanda Medical Association (RMA) and Global Doctors (GD) have been working on the project “Retention of doctors in rural Rwanda through capacity building of RMA” since the 1st of January 2011. The project is supported by Civil Society in Development (CISU) in Denmark. The project is now entering the final stage and the partnership is therefore seeking an evaluator to make an external evaluation.
Purpose
We invite an individual named evaluator to submit their best methodology proposals to carry out the external evaluation of the above mentioned project. The evaluator may be affiliated to a consultancy firm, but must be designated as prime responsible for the evaluation. The proposal should include a budget plan for the proposal.
Methods
The evaluation is open to the methodology proposed by the evaluator. Only requirement is that the evaluator facilitates a joint meeting between RMA and GD the 1st weekend of November 2012, where challenges and future perspectives will be discussed based on the preliminary evaluation results.
Focus of the evaluation
We ask that the evaluation look at the following areas: project indicators, management, activities, economy and partnership. Furthermore the evaluation should address the results achieved and the partnerships established, as well as issues of capacity and approach.
The following key headlines will guide the evaluation process:
· Relevance – Assess design and focus of the project
· Effectiveness - Describe the management processes and their appropriateness in supporting delivery
· Efficiency of project implementation
· Sustainability
Reporting
The collected data is to be processed and analyzed and amount in a written report which will also be incorporated in the final evaluation report to CISU.
Requirements to the evaluator
· Proven expertise, knowledge, experience of project formulation and evaluation
· Knowledge and understanding of international and country-level implementation of fund donation effectiveness agenda
· At minimum an experience of 3 years in working with international organizations and donors
· A master in Public policy or other relevant fields
· Language skills: fluent in English and excellent written and verbal communication skills in English. Skills in Kinyarwanda or French or access to translation services in theses languages are preferable.
Time frame and budget
The timeframe for the evaluation is mid-September 2012 to mid-November 2012. The joint meeting between the partners will take place on the 1st weekend of November 2012.
This approximated price level is 2500 US Dollars which is the amount budgeted in the project for the external evaluation.
