Oxfam Kenya National Program Coordinator

Oxfam’s Kenya Programme is a complex programme that incorporates both rapid and slow onset emergencies as well as longer term development and policy work.

Oxfam Kenya applies a one programme approach which means it has multiple activities that support a holistic approach to humanitarian, development and advocacy for long lasting change in poverty reduction.

Oxfam Kenya is engaging in the great changes taking place in Kenya including the devolution of government, preparation for peaceful elections, the discovery of Oil in the Arid Lands and the expansion of informal urban settlements.

Oxfam in Kenya works in the north, principally in Turkana, Dadaab and Wajir, in Nairobi and on national level advocacy and coordination issues in multi stakeholder fora.

To this end, we are seeking to fill the following positions:
National Program Coordinator

Salary Range: £ 24,245- £ 30,853 Net (After Tax) P.A.;

This is a strategic leadership role in the implementation of Oxfam Kenya’s exciting strategic plan.
Reporting to the Country Director, the National Program Coordinator will provide strategic leadership to the National Pillars team (Campaigns and Advocacy, Governance, Peace Building and Climate Change Adaptation) and 6 months (+) cover of the Urban Program ensuring these programs grow to fulfil their influence and potential within the Oxfam Kenya programme.
This will include helping to ensure the financial viability of these programmes, including donor liaison, oversight contractual management and identifying opportunities to strengthen the donor portfolio for the programmes to enable them, grow in size and long term budget security, diversify their funding and maximise integration with and support to Kenyan institutions from Government, Civil Society and Private Sector.

The NPC will manage 3 national advisors, ensuring they maximise their contribution to the quality and development of the broader Kenya and regional programme.
The post holder will ensure that Oxfam Kenya follows a one-programme approach, support the Kenya Advocacy Advisor in developing and implementing of the Kenya campaign strategy and individual campaigns, develop an enabling environment for the Urban Programme to progress from its pilot phase to a leader in its field both within Oxfam’s Global work and in Kenya.
S/he will ensure programme quality, compliance with established policies and procedures and contribute directly to Oxfam GB’s strategies and operational plans and that the programme is regularly monitored, reviewed, evaluated and that learning is documented and shared to stakeholders (internal and external).
S/he will work with the Humanitarian coordinator to ensure Oxfam is increasingly able to respond to all slow and rapid onset disasters, ensuring timely and appropriate response.
To be considered for this position, you will possesses a bachelor’s degree in a relevant field, have substantial international experience of managing advocacy and/or humanitarian and development programmes of a significant size, have proven fundraising skills and demonstrate high-level strategic, analytical and conceptual ability.

You will demonstrate a record of delivering strategic chance within specific timeframes and experience of integrating gender and diversity into programme work.
You will have an ability to respond to and identify opportunities arising from events and longer term trends and experience of proposal writing and donor reporting, budgeting and performance management.
