CONSULTING SERVICES FOR PERFORMANCE PURCHASING TECHNICAL ASSISTANCE (PPTA)

The Kingdom of Lesotho has applied for financing in the amount of US$11.5 Million equivalent from the International Development Association (IDA) toward the cost of the Maternal and Newborn Health Performance-Based Financing (PBF) Project, and it intends to apply part of the proceeds to consulting services to be procured under this project. The services include consulting services for Performance Purchasing Technical Assistance (PPTA). The assignment will be for a period of four (4) years, renewable on an annual basis. The main responsibility of the firm is to provide technical and operational assistance to the PBF unit and other PBF implementing entities at national and district levels on managing performance-based contracts with health facilities for the delivery of incentivized services.

The Principal Secretary for the Ministry of Health now invites eligible consulting firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Firms may associate to enhance their qualifications. The shortlisting criteria are: (a) quality of submission; (b) experience of firm on similar assignments; (c) availability of qualified and experienced key personnel; and (d) firm’s experience working in developing countries.

The attention of interested firms is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers published in January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) procedures set out in the World Bank’s Consultant Guidelines identified above.
